Responsible for the Wireline Core / VoIP Engineering organization.Directed the decommissioning of the Legacy Centennial CDMA 2000 Network in PR. Achieve the ONE AT&T Award recognition.

Directed the RAN Engineering, Construction, Project Management, Site Acquisition/Mgmt, and Power Engineering / Operations and Land & Building functions for Centennial PR. Responsible for the implementation of projects related to network expansions including new sites, hubs and COs (Mobility and CLEC) from site design, construction, power, infrastructure to equipment installation & commissioning and cut-over/place in service. Responsibility for RF Planning, Design and Optimization of the 1X/EVDO networks; Network Performance (KPIs) , Benchmarking, evaluation of new technologies (4G) and Validation and Testing of new terminals (voice and data), Responsibility for Power Engineering (AC/DC) of COs, hubs, and cell sites (Mobility and CLEC). Responsibility for contract negotiations of all Mobility and CLEC Legacy Centennial sites leases (new sites leases, site contract amendments and sites contract renewals) – total approx. 520 sites

• Directed the implementation of a green field, turn key CDMA2000 1XRTT network project, for Telecsa (AlegroPCS) in Ecuador. Had full responsibility for the project, including contractual commitments / penalties, implementation schedules, project and resources plans, network planning, RF optimization, change orders and budget compliance. This turn key project / contract included full civil works (site evaluation, preparation and construction), and the implementation of 1MSC, 3BSC, 206 BTS, 2 HLR (geographic redundancy), implementation of multiple platforms (SMS, PPCS, PDSN, EAAA, MoIP, MIEP (WAP), ISNM including (RNM, PNM and CNM), CellSight and RF and transmission. Successfully completed the FOA for EV-DO technology in the 1900 MHz frequency. Completed the network installation, commissioning, integration and in-service in record time, achieving / exceeding required network QoS levels and KPIs.• Directed the implementation of the first CDMA2000 (1XRTT) network in Colombia, for our customer, BellSouth. Had full responsibility for the project, including contractual commitments, implementation schedules, project and resources plans, change orders and project budget compliance. Project consisted of Phase 1: 2 MSCs, 6 BSCs, 213 RBS and network management system (RNM, TEMPCellSight and CNM) nationwide, Phase 2: 2 BSCs and 81 RBSs. Completed the network installation, commissioning, integration and in-service in record time.

• Achieved the Circle of Excellence, Sales recognition program. Exceeded year 2001 sales quotas of $40M in orders and $35M in revenues at approved profitability margins of the sale of professional services applicable to CDMA, TDMA and GSM wireless, wireline, optical transport, access, IP and enterprise network solutions. Major accounts included Verizon, C&W, BellSouth, Tricom, Centennial, Telmex and other affiliates in the CALA territories. • Drove the closure of orders including Service and Support plans for C&W ($4.7M), Conecel, Ecuador ($1.7M), Succession TDM to VoIP Network Transformation services for C&W Caribbean Atlantic Islands ($2.0M), Switch Translation services, TelePath for PRTC, Verizon ($1.7M), Foundation Services and Network Management (EF&I, NOC operators, RF and network engineers, etc.) services to various CALA customers (approx.$20M). Demonstrated solid consultative selling and business P&L statements evaluation expertise. • Led all sales related activities associated with targeted opportunities including management of the intellectual capital, value proposition, sales engineering, operations and marketing presentations.• Elaborated sales strategies including competitive analysis, opportunity assessments and due diligences. Positioned value added propositions to maximize customer’s business competitiveness.

• Developed, organized and managed the Program/Project Management and Operations organization consisting of the Project Management, Contract Management, Order House, Billing and Intl. Logistics functions for Motorola-Nortel Corp.
