About Carlos Centeno

Carlos is an Advisor at MIT DesignX, working on the design of public innovation hubs. He is also an Advisor at MIT Emerging Talent, where he builds partnerships within MIT to equip talented learners from migrant, refugee and displaced communities with computer science and life skills to become leading change agents in their communities. At MIT, Carlos co-founded and led the MIT GOV/LAB Governance Innovation Initiative as Associate Director of Innovation (2021-2024). There, he worked at the convergence of engineering design, technology, and political behavioral science to co-develop ethical, tech-enabled governance solutions with both governments and non-governmental partners. Carlos launched MIT’s Governance Innovation Research Fellowship where the institute paired students with cutting edge public sector innovation labs around the world to research tech and design challenges. He was the host of Power to the Who, MIT’s Governance, innovation and tech podcast.He's a Collaborator at MIT’s Civic Data Design Lab, where he supports research that is making data responsive to constituents’ needs.Previously, Carlos worked at MIT Solve, an initiative of the President of MIT to solve the world’s greatest challenges through technology. At Solve, Carlos engaged leading voices from academia, the private and public sectors, as well as nonprofit organizations to magnify the impact of social impact entrepreneurs. Prior to joining Solve, Carlos worked for the United Nations World Food Programme, redesigning humanitarian interventions through a data and community-first approach, in refugee camps, tribal areas, and other complex environments in Africa, Asia, and Latin America. At his last post with WFP, he served as Asia Regional Resilience Officer, where his AI-powered humanitarian response prototype, ALIA, was a 2019 finalist at WFP’s Innovation Accelerator Google Launchpad and one of the first to experiment with Natural Language Processing in the humanitarian sector.Outside of academia, Carlos co-founded Republica do Sur, a south american arts collective that highlights literature and poetry through urban design objects grounded in civic activism aesthetics.

    Supported our 14 country offices achieve zero hunger by bringing together our best tools and minds from our regional offices in Latin America, South Africa, and East Africa to Asia. Leading the resilience efforts for the region meant using what's worked elsewhere and linking it to what's worked in Asia in the past to scale up. How did we do it?:We used a data-first approach to understand the root causes of hunger. With this data we were able co-design better tailored programs with communities. Teams used geospatial data to develop historical patterns of vulnerability to natural hazards and a story through field consultations with livelihood representatives and line ministries. But we weren’t alone. Our sister agencies went where our mandate didn’t. UNHCR, Unicef, WHO, FAO, all work together through our consultative design processes. Whether it's designing the Rohingya refugee Transition with a brilliant team of 5 experts in Cox's Bazar, or planning community engineering interventions in the Federally Administered Tribal Areas of Pakistan, we were constantly learning and improving our operations. We even developed and facilitated emergency response simulations with the military and humanitarian organizations in Nepal.One of my favorite things is finding bottlenecks and understanding how to unclog systems. That's why I led an experimental project that uses AI Natural Language Generation to produce narratives on the best actions to take when specific livelihoods are affected by flood, drought and other seasonal disasters. One of 7 finalists selected out of 800 concepts at the Innovation Accelerator Google Launchpad 2019!

    With a team of three field experts we designed the first corporate guidelines for asset creation programs to be used for our more than 50 such operations. We redesigned humanitarian operations to base everything on historial data analysis while validating it through community planning and design. From rehabilitating drought areas, to reforesting denuded watersheds, we covered the highlands of Ethiopia, to the Central American drought corridor scratching our heads to figure out the best way to address environmental challenges that were keeping people poor and hungry. I coordinated the first-ever USAID-WFP Resilience initiative in 8 countries, which has led to leaps in the way we design humanitarian interventions in all our operational regions.
