Principal and land use planner with more than 25 years of professional experience preparing environmental permits, development regulations, and ordinances. Wayne has assisted nearly 70 cities and counties in Washington and California integrate sustainable stormwater management practices into codes and standards as required under local NPDES Municipal Stormwater Permits.As a consultant to the Puget Sound Partnership, he worked with 36 Puget Sound cities and counties with amendments to local codes and engineering standards to facilitate local use of low impact development (LID) practices. This includes collaborative work with the Department of Ecology, the University of Washington, Washington State University, and the Puget Sound Partnership to define the characteristics of an LID project. He also worked with 35 cities and counties along California’s Central Coast.He has current appointments teaching Green Infrastructure courses at the University of Washington and The Ohio State University. He also was appointed to the Washington State Department of Ecology’s Low Impact Development Implementation Committee, which was a committee that provided recommendations on integrating LID into the Department of Ecology’s Phase I and Phase II Municipal General Stormwater Permits.Specialties: Low impact development, community planning, ordinance preparation
