Carly Foster works across public and private sectors at scales ranging from single facilities to regions, states, and portfolios. Her support covers the full range of strategic planning toward increased resilience - from early goal and mission setting, to quantitative risk analysis and metrics evaluation, to defining and evaluating options - which may be physical, programmatic, governance, or policy related - , developing implementation strategies, completing benefit cost analyses and return on investment evaluations, and post-implementation assessments to substantiate decisions made. A focus and thread throughout is inclusive and effective stakeholder engagement, which is at least as critical as any data or technical analysis. Carly has also been a driving force in obtaining billions of dollars in funding toward resilience projects - developing detailed funding strategies, advocating on behalf of clients, and driving successful funding applications.
