About Carly Dybka, Phd
I am a public servant with 16+ years in Government of Canada communications; I am passionate about helping the GC and Canadians better understand each other, and ensure that the GC is hearing from its citizens through methods that are effective, sound and ethical. This commitment has been a continuing thread in my work experience (POR, stakeholder/public consultations, social media, social media monitoring), where I have had the opportunity to advance some innovations within government, such as stakeholder databases, a successful social media client service function, analysis of disinformation, and one of the most robust social media monitoring functions in the GC. My work is supported by academic career, which I am quite passionate about. After completing a BA and MA in Comms, I completed a Graduate Diploma in Information Studies focused on information sharing between government and citizens. I completed my PhD in January 2024, which is focused on social media monitoring as a function of public environment analysis. I had the pleasure of representing the GC as a Public Servant in Residence at Carleton University in 2022.
