As the Chapter Governance Chair for EO Puerto Rico, I play a key role in ensuring that our chapter operates within the highest standards of governance and ethical conduct. My responsibilities include: • Overseeing the Chapter Conduct Committee (CCC): Ensuring the committee is fully staffed and trained, handling governance complaints, and liaising between the CCC and the chapter board. • Maintaining Chapter Bylaws: Regularly reviewing and updating our chapter bylaws to align with global EO policies, overseeing amendments, and educating new members on governance policies. • Serving as a Resource for Local and Global Policies: Providing guidance on both local and global EO policies, addressing member inquiries, and ensuring compliance with EO’s standards. • Collaboration: Acting as the primary liaison between chapter leadership and the regional governance director, and participating in governance chair calls and training organized by EO.This role allows me to contribute to the chapter’s success by fostering a strong governance framework and supporting our members in navigating complex governance issues.

• Serve corporations, both private-sector and non-profit, as well as local and state government, by means of professional services that encompass a vast range of business solutions. Establish contractual relationships with these agencies/organizations to identify critical operational gaps ranging from organizational issues within manpower and human resource execution, the development of well-defined strategic objectives and organizational vision/mission, effective means of program execution, and long-term financial stability and prosperity. • Business profiles are carefully assessed and the recommendations to include ‘start-up initiatives/strategies’ are well defined and established. Training provided to clients to strengthen areas within administration, grant management, project management, and organizational and human resource management. Project management skills taught to assure that the client is effectively executing the business within pre-determined ‘cost and schedule’. • Collaborative efforts to design effective work breakdown structures, ORMs, project schedules, on-time deliverables, and contingency plans, are amongst the many fundamental PM areas developed. Specialized services for non-profit agencies, like grant-management training, to attain funding through means of federal grants, are expertly provided. Agencies trained to effectively search for mission related grants, develop/enhance grant-writing skills or, if the client desires, serve as grant-writer. Post-award essentials, like meeting federal compliant operational standards, securing internal controls, and overall grant oversight, are also provided to ensure long-term financial stability and prosperity.

• Managed over $4M of educational projects executing and administering program assignments, allocations, supervision of staff and resources, and financial responsibility for all programs ensuring the successful completion through constant monitoring, tracking and control. • Reporting to Senior Vice President of Services ensured the successful delivery of the business' strategic and tactical initiatives. Managed the overall operations of the educational services department executing significant operational decisions to ensure operational excellence and project compliance. • Oversight of the implementation of an Educational transformation project on 13 schools throughout the eastern part of the island that entailed the management and supervision of 60+ multi-disciplinary staff and who implemented complex turnaround initiatives to comply with federal requirements in the PRDE compliance agreement.• Established, maintain and been the main liaison between the PRDE, schools and communities. Developed appropriate communication channels, techniques and strategies for use in disseminating information to the community. Developed needs assessment and presented results and initiatives based on needs to the PRDOE officials, schools and communities to engage them on the project. Developed information, modules, activities and materials related to the needs identified.• Established community coalitions to maintaining effective working relationships with community organizations for the purpose of receiving and disseminating information about the program. • Supervised over 60+ personnel and oversaw a challenging multiple location service delivery. Established performance expectations with staff, assessed their performance and conducted mid-year and end of year performance appraisals using a 360 appraisal system.

• Provided grant management knowledge and expertise to serve corporations, both private-sector and non-profit, as well as local and state government, encompassing a vast range of business solutions. Analyze, assess, define Business Profiles and make recommendations for ‘start-up initiatives/strategies’. • Served as a trainer in training activities, train the trainers, seminars, and courses concerning compliance with the enforcement of the federal program administer by the agency or non for profit. • Served as a main advisor for the Attorney General and Deputy Attorney General providing assistance on federal programs, grants, compliance and identifying appropriate communication channels, techniques and strategies to build relationships between community, state and federal agencies. Facilitated discussions and presentations for the purpose of promoting and explaining organization federal projects and policies and procedures. Maintain communication, informed and send reports to the Governor Office and federal agencies. • Managed all 24M federal projects for the Puerto Rico Department of Justice and its dependency. Trained all non for profit organization and established a coalition to enforce federal regulations on their projects as well as fulfill the variety of clients needs, such as but not limited victims of witness, high risk youth, task force agents, special agents, etc. • Served as a main consultant to Interpol Director and established working relationship between several federal and local law enforcement agencies. Organized several law enforcement and community activities with the CIA and International Interpol among others.

• Supervised program operations and administration for the Puerto Rico Cycling Federation (FECIPUR). Structured the FECIPUR Corporation monitoring strategic plans and developing and implementing financial plans and stabilizing operations and client support resulting in a budget increase of $90K in 2 years. • Developed and implemented standard operating procedures and guidelines, developed road season, coordinated and oversaw MTB and BMX commissions, and implemented training for athletes, coaches, and the public. Liaison between government agencies and FECIPUR coordinating all relative procedures for races and activities. Created and developed the new image for the FECIPUR Corporation. • Developed large and complex event such as but not limited to National championships for all discipline, road season, MTB season and BMS season calendar. Guide all commissioner’s presidents on International Cycling Union (UCI) rules and regulation, event planning and governance.• Established and managed collaborative relationships with the Government of PR and different entities to ensure new cycling initiatives such as but not limited to “Comparte tu Carrterea”, “Bici AMA”, Sports and Recreation Department elite athlete’s awards among others. Keen to the implementation of the new Law 22 that provided cyclist rights to share the roads and managed the media campaign with the PR Department of Transportation. • As the Secretary of the Board of Directors of the Puerto Rico Cycling Federation, in 2003 I participated in the establishment of the promotional educational campaign “Maneja tu Bicicleta Como un Experto” (Ride your Bicycle as an Expert). The campaign was developed through a combined effort of the Puerto Rico Cycling Federation, Puerto Rico Transit Safety Commission, Puerto Rico Police Department, and the Senate of Puerto Rico among other local and private corporations.

• Primary liaison with USDOJ representatives and activities.Developed and implemented standard operating procedures and guidelines. Maintained excellent rapport with upper-level management and officials from Federal, State, and Local law enforcement and community agencies. Prepared briefings and conducted numerous capacity building presentations for upper Headquarters' management and personnel. • AI serve as the primary liaison with the DOJ representatives and activities and network with local and community service agencies to market and coordinate service delivery. I represent the client’s needs and perspectives to local, State, and Federal organizations and have established and maintained very productive relationships with them. These relationships were built by meeting with Agency Heads from State and Federal Government, serving on appropriate committees, canvassing other organizations, telephone conference calls, email and regular mail to discuss our programs and services. • Assisted the U.S. Bureau of Alcohol, Tobacco, Firearms and Explosives to establish the Gang Resistance Education and Training Program (G.R.E.A.T) in the Central Region of Puerto Rico. The G.R.E.A.T. Program is a school-based, law enforcement officer-instructed classroom curriculum. The program's primary objective is prevention and is intended as an immunization against delinquency, youth violence, and gang membership. G.R.E.A.T. lessons focus on providing life skills to students to help them avoid delinquent behavior and violence to solve problems. The success of G.R.E.A.T. largely depends on the commitment of the local authorities and local law enforcement working together to combat the gang problem through prevention. • Supervised, evaluated, and provided guidance to a staff of 5 that provided services to more than 1000 clients. Reviewed work for quality, quantity, timeliness, and adherence to company and federal policies and procedures.
