The Mission Operations and Integration (MOI) Contract provides support and products for the development and execution of spaceflight operations that are the responsibility of the Mission Operations Laboratory (MOL) at the NASA Marshall Space Flight Center (MSFC). The scope of this Core Services contract, with an Indefinite Delivery Indefinite Quantity (IDIQ) Task Ordering component, includes mission preparation (plan), crew and flight controller training (train), and real-time operations (fly) requirements for spaceflight operations support. The scope of this contract applies to operations support for all phases of flight (e.g. pre-launch, ascent, checkout, orbit determination, mission operations, de-orbit and descent, landing and post-landing). As the Capture lead for this procurement, I was responsible for preparing the capture strategy and developed the Program Management Plan and organizational structure for the proposal. Upon selection of our proposal, I helped execute a 15 day transition from previous contract (SDOS TO-24) to MO&I. For the Core Services part of the contract, I led the contractor technical team with near perfect execution. Over 500 customer accommodations were received by the team during this period. Built a solid team of 180 employees (including subcontractors) including a culture which rewarded performance excellence.Encouraged innovative initiatives in the areas of information management providing tools enhancing team member mobility, providing a paperless environment and information accessibility 24/7 using NASA approved enterprise solutions (e.g. Microsoft SharePoint). In 1 year of execution we successfully added $12.6M additional contract value to the Core Services portion and nearly $5M to the IDIQ portion of the contract.
