In this role I provide strategic leadership and support to the City of Seattle's Wheelchair Accessible Services (WAS) Fund. Representative activities:Develop and implement culturally responsive and inclusive best practices in collaborationwith CPD staff and partners at King County to support the transportation of individuals inwheelchairs.Conduct research and compile complex information to support data-drivenrecommendations.Identify problems and provide proactive solutions to ensure the continued success of thewheelchair accessible vehicles program.Help administer the WAS Fund’s reimbursements to the owners and operators ofwheelchair accessible vehicles.Using a racial equity lens, analyze data sources related to the wheelchair accessiblevehicles program.Create, implement, manage, and improve division’s business processes to advances racialequity.Build and effectively maintain business partnerships including cross-departmentalworkgroups, disability advocates, community groups, and other key stakeholders.Update and implement director rules as needed in partnership with King County.Develop and propose legislation changes as necessary.Respond to requests and brief elected officials, City executive leadership, and otherstakeholders in-person and in writing.

In a six week span, reviewed 500+ undergraduate applications and made recommendations based on Seattle University's holistic review criteria. Worked asynchronously using Slate, Seattle University's application management system. Used an equity-centered lens to assess academic persistence, community engagement, and magis -the university's value of living and working in service of others.

Homeless Strategy and Investment (HSI) works in partnership with community stakeholders to plan, fund, and launch services focused on supporting un-sheltered neighbors as they progress toward permanent housing. HSI's budget for 2020 is $81.9M.Framework: I use an equity-based framework. The framework is rooted in work developed by the Government Alliance on Race and Equity and supported by the Theory of Change. Planning focus: Lead planner for the City of Seattle's investments for youth homelessness (folks ages 18 to 25); co-lead planner for inter-local plan to end youth homelessness throughout King County, Washington. Current strategy has resulted in a 12.4% reduction in the number of youths experiencing homeless in the past 12-months.COVID-19 response team: Worked on shelter deintensification during the coronavirus pandemic. Focus areas included meal expansion, transportation, and FEMA reimbursement documentation. As of 8/7/2020, the percentage of positive COVID-19 cases among people experiencing homeless is 2.4% compared to 5.1% in the general population (source King County Public Health.)

Supervised the intake process for new program participants including data and waiting list management, eligibility review, applicant selection, move-in logistics, and program orientation. Waiting times for women seeking services has been reduced by 75%.Monitored compliance with the Seattle Office of Housing requirements. Managed full range of occupancy activity including leasing, income verification, rent calculation, file auditing, and annual reporting. Housing audits have been clean since 2016.Cultivated an organizational culture of equity, diversity, and inclusion as a contributing member of the Racial and Cultural Equity Education Team and Organizational Equity Work group. This body of work recognized as the most sustained efforts on the topic led by employees.

Designed and implemented core curriculum on accessing housing and social-emotional learning. Pretest and post-test assessments indicated increased knowledge and confidence in subject matter.Provided direct case management services through a trauma-informed and equity-informed framework. Conducted regular care meetings and developed action plans in partnership with program participants. Participants who work with me have the highest rates of successful program completion.

Collaborated with community non-profits by administering a program providing expedited access to Low-Income Public Housing. Program exceeded general waiting list yield by 55%. Goal for approved households was exceeded by 20%.Leveraged knowledge of the Americans with Disabilities Act (ADA) and Section 504 in the organizations ADA Review Committee. Successful results increased and adverse legal actions decreased during my tenure.Supported consumer and employee education by developing educational experiences focused on explaining applicant choice, improving program compliance, and promoting effective customer service. Developed and implemented policies and procedures related related to several strategic initiatives: on-boarding tax credit financing in a real estate portfolio of 3,000 unit, establishing Low-Income Public Housing eligibility for 900 senior housing units, and revising applicant suitability policy to improve access to housing.Coordinated waiting list/household data management with Admissions. Data were comprised of 12,000 plus household records. Maintained an accuracy rate of 98%.

Project planning: Developed an piloted a process-improvement project for completing work functions related to new move-ins (when a household uses a voucher to rent a new unit.) Project resulted in a permanent work flow change that decreased the time landlords had to wait for payment and increased voucher utilization rates.Job functions: Administered all aspects of the HCV program (except HQS inspections) for a caseload averaging 475 households. Routine job functions included annual income reviews, interim income reviews, voucher issuances, and file auditing. Core competencies: applied knowledge of federal and local housing regulations, mastery of data management, and the ability to communicate complex and abstract concepts among people with ranging languages, abilities, and cultural experiences.
