Member of team that built New Jersey’s new child welfare agency. Developed and executed external communication plan and strategies which led to trust between department and county and local governments, nonprofits, human service associations, media and diverse communities. Led community outreach initiatives including successful efforts to aid nonprofits and small businesses to become qualified to compete for funding. Promoted the department through PR transportables such as speaking, interviews and collaborative initiatives. Ensured constituent's concerns, needs and perspectives were heard by executive leadership at department. Managed community needs accessments in children's behavioral health, youth and family services and child abuse prevention.

Planned and coordinated external relation activities for largest state government department that provided services to more than one million New Jerseyans – one of every eight residents-- among them are abused and neglected children; troubled youth and families; people with low incomes and residents who are mentally ill, developmentally disabled, blind, visually impaired, deaf , hard of hearing, have late onset disabilities, or are addicted to drugs or alcohol. This agency was composed of 12 Divisions, 25,000 employees and a budget for Fiscal Year 2006 of more than $10 billion. Member of team charged with creating the plan to reform New Jersey’s child welfare system. Responsible for managing department relations with all county and local systems of human services. Responsible for managing regulation renewals which mandates New Jersey's 21 counties create a priority population plan identifying human service needs. Responsible for department’s first state-wide interdivisional meeting. Managed first state-wide faith based summit on recruitment of foster families. Communicated to New Jersey legislators department's external relations role in providing services to diverse communities.
