Caroline is a Registered Professional Engineer with extensive experience in water resource design and permitting. She specializes in water quality, hydraulics, hydrology, and Clean Water Act compliance specialties for a variety of clients. She has focused on assisting state transportation and agency officials in building robust programs that provide compliance with EPA’s NPDES Phase II MS4 general permit. Caroline has managed varying disciplines and teams and most recently became the director of the Environmental Group in VHB’s New Hampshire office. The growing team of engineers and scientist provides interdisciplinary services including wetland permitting, rare species, hydraulics, natural stream design, dam removal, stormwater design and permitting, resiliency, environmental planning, and water quality projects. Caroline also provides support across the VHB region as the New England water resource discipline lead bringing together the water resource staff and assisting with planning, resource sharing and growth.
