This involves producing the Councils’ off-site emergency plan, overseeing and delivering the modular test programme designed to test and exercise all elements of the off-site arrangements, and collaborating with and leading multi-agency partners (including the Ministry of Defence) to ensure arrangements are fit-for-purpose.- Chair of the national-level Local Authorities Nuclear Working Group (LANWG) which seeks to provide local authorities with a national forum to share information, develop better practice for nuclear off-site emergency plans, and to promote adequate off-site emergency arrangements and support to on-site arrangements. Providing a forum to identify and resolve local authority issues or escalate to the National Nuclear Resilience Committee (NRCC) for resolution.- Until recently led on business continuity for both Councils, including writing corporate policy documents, plans, carrying out business impact analysis for all areas of the councils, developing and delivering training and exercising, and ensuring lessons identified from incidents and exercises are included in updated arrangements.- Lead and support colleagues in writing emergency response plans for the local authority (e.g., site-specific plans) and multi-agency plans for HIOW LRF (e.g., Fuel Disruption Framework).- Facilitating debriefs for exercises and incident responses internally (business continuity) and externally (multi-agency responses, e.g. Storm Ciaran).- Provide an on-call Emergency Duty Officer function on a rota basis, whereby I coordinate the local authority’s response and allocate resources to manage the incident at hand. Supporting strategic and tactical leaders within both Councils to ensure they are provided with timely, accurate advice for key decision making during times of crisis.

Have a role in the development, maintenance and validation of emergency response arrangements in Portsmouth, with specific responsibilities for our REPPIR plans and business continuity. Work closely with a wide range of organisations including the emergency services, health service providers, the MOD and partners from other statutory and voluntary agencies. My two main roles involved hands-on GIS and software support.Most of my GIS work assisted the Civil Contingencies Unit, creating outputs for Portsmouth's emergency planning; covering rest centres and risks such as flooding, oil and chemical spills, and off-site radiation. Took part in local authority and multi-agency exercises to test the resilience of these plans in response to emergency situations, for example Golden Fox (2010 and 2013) and Watermark (2011).Worked on major projects using GIS to represent real-world information and ideas visually, including Super Connected Cities, representation and round design for a new waste collection contract, a review of schools and their catchment areas, and the FIFA World Cup bid for Portsmouth. Working with a broad range of Council departments, allowed meeting requirements for spatial data and analysis, such as Planning, Housing, Leisure, Community Engagement and others.Responsibility for corporate support, maintenance and development of spatial software across the City Council, with over 2000 users, consisting mainly of a MapInfo site. Other GIS/CAD applications were used and supported, such as a recently-purchased open-source solution for browser-based GIS, providing face-to-face, telephone and remote desktop support across the organisation and occasionally to sub-contractors or partners.Ran a project managing the IT resource for Exercise Golden Fox. This involved using a purpose-built project management framework implemented using PRINCE2 to oversee successful delivery of customer IT requirements.Significant contribution to replacing our corporate mapping system by implementing a browser-based GIS. This involved assessing value for money and managing a capital budget.
