Project: NC Medicaid - August 2013 to Present• Projects included new and updated processing for Referrals, Service Requests Form (SRFs), and SRF reviews, detailed initial asessments and reassessments, and Assessment Review, and Plan of Care Review restructuring; as well as Referral withdrawal, Beneficiary Voluntary and Involuntary Disenrollment, and Appeals, CAP/DA Slot Management and Waitlist functionality, addition of special Alzheimer’s diagnoses slots, ICD 10 search functionality, medication search functionality; notifications specialist.• Train NC Medicaid Nurse Consultants on the eCAP (Community Assistance Program) web interface.• Provide direct user support for NC Medicaid to Program Managers, Nurse Consultants, staff.• Support the import and export of NC Medicaid’s Electronic Health Records in both the Community Assistance Programs (eCAP) for Children and Adults as follows;• Create Data dictionaries for new import/export projects: at screen level• Create DFD for Screen data choices and workflow.engine decision options• Convert and Export NC Medicaid EHR data from the SQL database to printable PDFs using SQL queries, XPath, XSL, XML templates; create notifications for NC Medicaid beneficiaries, Direct Service Providers, Case Management Entities; 150+ different notifications; including service authorizations required for prior authorizations.• Manage upload of due process notifications to PCG clearinghouse for use by NC (Office of Administrative Hearings) OAH and the Attorney General)• Create reports from EHR data for NC Medicaid use, and other use in the eCAP system.• Developed and updated web screens and workflow functionality for data input statewide by NC Medicaid, Case Management Entities, and Direct Service Providers using the custom Viebridge AppEngine, XML, HTML forms, XSL, JavaScript, and T-SQL, including stored procedures for both eCAP programs.• Provide QA testing, and bug report investigation

• Developed Data Dictionaries for mapping the input full text documents to the output DTD for conversions• Analyzed and developed conversion mapping specifications for 2 State Register conversions• Wrote federal legislative bill-text conversion to XML with a combination of XSLT, XPath, and VB.NET• Wrote 4 VB.NET State Register conversions to XML in Visual Studio 2012, validated against schemas.

• USP Dictionary of USAN and International Drug Names• Solved the problem of the print PDF requiring a five week turnaround time with four to five iterations of editing and review involving a PhD Subject Matter Expert (SME) on drug chemical names, and five Publishing department staff. Like words, chemical names have rules about where line breaks are acceptable, and I worked with the subject matter expert to create a reusable data preprocessor that cut the number of iterations to two.• Also Streamlined and improved the XSLT, CSS, and XSLT-FO for the USAN print product.• Supported workflow creation of four scientific online products FCC Online, FCC Forum, USP-NF Online, and PF Online; created from XML input and converted into web products using a variety of tools to create the final HTML.

• Provided technical project management assistance for the launch of BNA’s new Accounting product• Defined DFD, and programmed data workflows.• Provided upper management with cost benefit analysis for product/upgrade saving company $250,000/ yr• Led technical team on a multi-departmental project for $5 million product with on time delivery upgrades to software platform and delivery media• Defined requirements, wrote specifications for 15 data conversions to BNA’s SGML for the Tax Management products: including Data dictionary mappings to SGML; programmed the conversions• Created Wireframes for the BNA Tax Management project team to integrate the Federal, State, and Accounting products into a single website• Created HTML master pages and JavaScript search functionality for the BNA Tax Management web sites, the company’s multi-million dollar subscription site; provided ongoing production web-site support.• Enhanced and supported a Cases document repository containing over 100K tax court cases maintained in Oracle, using Oracle ODBC, Omnimark, and direct SQL queries• Served as a debugging resource for Editorial QA department data issues affecting data validation issues and production electronic products for Federal, State, and Accounting products.

• Designed EDI for XML message broker for travel agency• Interviewed clients to analyze needs, define business requirements, write design documents, technical specifications, data conversion solutions, and statements of work, level of effort estimates, and projected scope statements; including OMB, BNA Tax Management, U.S. PTO, ARINC, Duke Energy, Canadair, John Deere, Knight Ridder• Programmed multiple data conversion solutions into and out of many different formats.
