EU funded projects, project management services and publice procurement services.

Knowledge of the EU Financial Regulation and Rules of Application and of procurement rules and policies during the project implementation process and during the realization of the financial audit/ audit missions for European funded projects. Review of the existing working methodologies used by MAs regarding reimbursement claim verification, public procurement verification and first level control verifications for the Environmental OP, SOP IEC, Fishery OP and Technical Assistance OP.Involvement in energy related projects realized by public or private sector entities, in light of the measures the Romania needs to implement as EU member state in order to reach the targets established through relevant directives. Management of the biding team including time management, people management and conflict management during the biding stage and project implementation for the won contracts.Analysis of the biding opportunities received from different sources, decision upon procedures to be analyzed and assignation of tasks to each team members according to the professional skills required.Organization of the public procurement procedures in the projects implemented by public authorities which apply the provisions of GEO 34/ 2006 up to date.Participation, as public procurement expert and reimbursement claim expert for MFE in the technical assistance contract for the management of the Technical Assistance Operational Program (2017 – 2013 programming period). Participation, as public procurement expert, in the on the spot control missions of the procurement procedures realized by public and/ or private beneficiaries in the projects financed under Priority Axis III – IT&C for the private and public beneficiaries of SOP IEC 2007 – 2013. Participation to the on the spot verification for the sample of projects selected by MFE within Priority Axis III of SOP IEC 2007 – 2013.

Organization of the public procurement procedures in the projects implemented by public authorities which apply the provisions of GEO 34/ 2006 up to date, as follows:- Elaboration of necessity papers and other administrative documents necessary for the proper development of the public procurement procedures, according to the legal provisions in force; - Elaboration of participation invitation (if necessary);- Elaboration of procurement dossiers (terms of reference, procurement data sheet, forms and contract template);- Establishing the qualification criteria, evaluation criteria and allocated percentage for each of them;- Participation in the evaluation committee as external expert;- Elaboration of the intermediary evaluation records, of the requests for clarification and of the award public procurement contract report- Elaboration of the commercial contracts and monitoring of the implementation of these contracts, as assumed by the economic entity in the offer; - Constant communication with the national control bodies (UCVAP, CNSC and ANRMAP) in order to solve all claims or risk situations;- Participation, as public procurement expert, in the on the spot control missions (control activities) of the procurement procedures realized by public or private beneficiaries in the projects financed under Priority Axis III – IT&C for the private and public beneficiaries of SOP IEC 2007 – 2013 (contracting authority, the Ministry of Informational Society, the Intermediary Body for the Informational Society).Elaboration of procurement documentations according to the national provisions applied for private beneficiaries of projects financed under the Romanian Operational Programs and other projects financed under European Financing Instruments.Review of the supporting documents submitted by the contractor, during the implementation stage, taking into consideration general rules and regulations regarding the operational program that each contract was financed under.

Project “Technical assistance for the functioning of ACIS and MA for the Technical Assistance Progresme”, beneficiary the Ministry of European Affairs, the Management Authority for Technical Assistance Programme with the following responsibilities:- elaboration of technical specifications in the awarding documentation and other administrative documents, according to the legal provisions of GEO 34/ 2006 and other relevant legal documents;- elaboration of the awarding documentation and revision of the supporting documents received from other departments;- assuring the real grounding of the estimated value of the procurement through analysis and market research; - elaboration of answers to the requests of information addressed by the possible bidders; - participation to the opening and evaluation meetings of the offers;- elaboration of administrative documents, specific for the procurement;- participation to the opening and evaluation meetings of the offers;- participation in the evaluation committee as external expert;- evaluation of the financial offers submitted by bidders according to the provisions of the procurement documentation;- elaboration of the intermediary evaluation records, of the requests for clarification and of the award public procurement contract report- elaboration of the commercial contracts and verification of the financial proposal according to the institution’s budget; - elaboration of the procurement dossier;- constant communication with the national control bodies (UCVAP, CNSC and ANRMAP) in order to solve all claims or risk situations;

Technical and financial implementation (according to the provisions of the guidelines for beneficiaries and the relevant documents released by the MAs) of the projects financed under European instruments (ROP, SOP IEC, CBC etc), as follows:- Permanent communication with the private/ public beneficiaries;- Project implementation;- Realization of the procurement procedures for private beneficiaries (according to the provision of the Orders issued by the Ministry of European Funds no. 1050/ 2012 and 1120/ 2013);- Elaboration of notifications and addendum, when necessary;- Elaboration of reimbursement claims; Organization of the public procurement procedures in the projects implemented by public authorities which apply the provisions of GEO 34/ 2006 up to date. Constant communication with the national control bodies (UCVAP, CNSC and ANRMAP) in order to solve all claims or risk situations;\Elaboration of procurement documentations according to the national provisions applied for private beneficiaries of project financed under the Romanian Operational Programs and other projects financed under European Financing Instruments.Contract implementation according to the provisions of the procurement documents and the submitted offer, all annexes to the contracts. Review of the supporting documents submitted by the contractor, during the implementation stage, taking into consideration general rules and regulations regarding the operational program that each contract is financed under.

Technical and financial implementation (according to the provisions of the guidelines for beneficiaries) of the projects financed under European instruments (Phare, CBC, ROP 2007 – 2013). Organization of the public procurement procedures in the projects implemented by public authorities which apply the provisions of the PRAG guide as annex to the financing agreement and later on following the provisions of GEO 34/ 2006 up to date, as follows:- Elaboration of necessity papers and other administrative documents necessary for the proper development of the public procurement procedures, according to the legal provisions in force; - Elaboration of participation invitation (if necessary);- Elaboration of procurement dossiers (terms of reference, procurement data sheet, forms and contract template);- Establishing the qualification criteria, evaluation criteria and allocated percentage for each of them;- Participation to the opening and evaluation meetings of the offers;- Participation in the evaluation committee as external expert;- Elaboration of the intermediary evaluation records, of the requests for clarification and of the award public procurement contract report- Elaboration of the commercial contracts and monitoring of the implementation of these contracts, as assumed by the economic entity in the offer; - Elaboration of the procurement dossier;- Constant communication with the national control bodies (UCVAP, CNSC and ANRMAP) in order to solve all litigation or risk situations;
