Audit federally-funded programs for efficiency and effectiveness at meeting program goals and detecting or reducing the potential for fraud, waste, and abuse. Participate in all phases of the engagement, including design, data collection, analysis, message development, and briefing Congressional requesters on findings. Audit objectives rely on quantitative and qualitative analytical techniques, understanding of federal and state environments in which programs operate, and government auditing standards. As of June 2016, have participated in the development of 12 reports and testimonies involving 5 federal agencies' programs related to health care delivery.

Provided a variety of skills on a contractual basis to mostly state and local government agencies. Services included program design, grant-writing, program evaluation, and technical writing. Clients included Ohio Office of Budget and Management, Franklin County Alcohol and Drug Addiction Mental Health Services Board, Franklin County Children's Services, Myers Research Center on Aging, Ohio KePro (a Medicare Quality Improvement Organization), and Thompson-Hill Marketing.

Managed the start-up and maintenance of a program staff of 3-5 persons and 20 plus contractors charged with screening applicants to Medicaid-participating nursing facilities in the State of Ohio. Responsible for collaboration with other state agencies involved in related processes, drafting program administrative rules, manuals, and training.

Managed the start-up of a magazine for business newspaper, including managing all aspects of production, editorial, sales, and distribution. Within six weeks, had first printing of 16,500 copies in distribution. Within six months, tripled advertising sales revenue.

In collaboration with the Ohio Department of Aging, led agency's effort to implement a 9-county demonstration project delivering in-home services to persons seeking nursing home admission. Responsibilities included identifying and ensuring implementation of changes to numerous processes, including Medicaid client enrollment at the county level, provider enrollment, reimbursement, and Medicaid Management Information Systems at the state agency level. Drafted necessary changes to state regulations.

Examined Ohio Medicaid and other state programs' reimbursement policies for the care of persons with chronic and debilitating illness, identifying options for reducing the demand for Medicaid nursing home beds.
