Trusted advisor to several African governments on PPP transactions and in the development of frameworks and institutions to enable project financing and private investment. Thought leader on the use of PPPs in Fragile and Conflict affected states. Notable achievements include: - Development of the framework for PPPs in Ethiopia, including the PPP policy and law;- Support in the development of Ethiopia’s PPP project pipeline, with the first two projects reaching commercial close in December 2019;- Successful renegotiation of the Mogadishu Airport concession (2019) and Port Concession (2020);- Senior advisor to the Government of Somalia on concessions and large public contracts, having evaluated over 35 contracts and tenders from 2016 to 2020, and provided significant capacity building for key government officials; - Support in the development of the legal and institutional frameworks for PPPs in Somalia;- Support in the design of a transaction structure and tender for the first three Industrial Zone PPP transactions in Morocco; and,- Advice to the World Bank related to refining approaches to support developing country PPP programs, which has included the development of knowledge products and guidance related to the development of PPP Project Development Funds.
