Notable achievements include: - Development of the framework for PPPs in Ethiopia, including the PPP policy and law;- Support in the development of Ethiopia’s PPP project pipeline, with the first two projects reaching commercial close in December 2019;- Successful renegotiation of the Mogadishu Airport concession (2019) and Port Concession (2020);- Senior advisor to the Government of Somalia on concessions and large public contracts, having evaluated over 35 contracts and tenders from 2016 to 2020, and provided significant capacity building for key government officials; - Support in the development of the legal and institutional frameworks for PPPs in Somalia;- Support in the design of a transaction structure and tender for the first three Industrial Zone PPP transactions in Morocco; and,- Advice to the World Bank related to refining approaches to support developing country PPP programs, which has included the development of knowledge products and guidance related to the development of PPP Project Development Funds.

Senior Investment Officer based in Dubai, UAE, responsible for leading teams to advise government clients and more generally supporting IFC in the structuring, implementation and financing of infrastructure PPPs. Key achievements include:- Opening new markets for IFC’s PPP advisory work in Iraq, Kurdistan and Palestine;- Expansion of PPP advisory pipeline in Jordan to include surface transport, water and streetlighting projects - pipeline established during my tenure continues to serve as a source for deals more than 5 years following my departure from IFC;- Pioneering closer collaboration with investment colleagues to support private developers during early stage deal development on the Tafila wind IPP, which won Project Finance’s Middle Eastern Renewables Deal of the Year 2013, and an IFC Corporate Award in 2014.- Leading the IFC and World Bank teams that delivered the first PPP in the West Bank, a solid waste project, which included arranging an innovative blended finance credit support mechanism, and won an IFC Corporate Award in 2014;- Serving as a senior resource across the global PPP advisory practice for projects in transit, solid waste and economic zones, and as a lecturer in the IFC Master Class Series; - Creating the position of IFC’s global lead for PPPs in Fragile and Conflict Affected States and serving in that role from 2011 to 2015, resulting in the adoption of strategy to increase IFC’s ability to engage in these challenging jurisdictions.- Advising on a diverse range of projects across sectors and countries, examples of which include: the sale of Air Jamaica, the development of the Konza Economic Zone in Kenya, the first IPP in Afghanistan, the first attempts at IPPs in Iraq, toll roads in Syria, Economic Zone in Bangladesh, wastewater treatment in Kurdistan, solar power in Palestine, solid waste in Lebanon, the Cairo Heliopolis Tram project, a wind IPP in Indonesia, and an urban bus PPP in Palestine, among others.

Manager responsible for managing teams to deliver on a variety of advisory engagements and business development activities. Key achievements included:- Leading IMG’s business development efforts to win the role of financial advisor to the California High Speed Rail Authority, and subsequently managing the advisory work which resulted in the approval of an $8 Billion bond measure by California voters in 2008;- Developing the complex financial model used to structure the Panama-Pacifico SEZ PPP, which was named the best free zone in the Americas in 2018;- Developing the financial models used for: the issuance of airport bonds and US federal funding of a greenfield airport in Panama City Florida; the issuance of bonds and use of US federal funding by the Puerto Rico Ports Authority; the use of innovative US federal loan programs to support the development of Warwick Intermodal Center; among others; and,- Managing the development and delivery of IMG’s financial modelling training program.
