Determined to make a difference, Robert founded the Rejoice Africa Foundation with the mission of creating climate restoration and reducing global warming. His goal was to help preserve the environment for future generations and improve the quality of life for the people in his community. Fair Start resolves something called the “constitutive fallacy,” basing one's obligation to follow the law on coercive top-down instruments like written constitutions rather than bottom-up family reforms that actually empower and liberate people – in terms of their actual relations – and in a measurable way, enabling them to physically constitute - under the Children's Convention - legitimate power relations between people from whose authority things like written constitutions must derive. Put another way, try to think, say, or do anything that does not derive from some set of theoretical or actual power relations, relations that would have had to derive from whatever norm created the people between whom those relations exist. It's not possible to do, and for those relations to create obligations between people they must be created fairly and in a way that measurably empowers people. Acts of mass violence may be driven in part because we have failed to empower people.

Carter worked previously as the Animal Legal Defense Fund Director of Litigation, during which time he helped quadruple the number cases the organization had filed, and helped oversee its first undercover investigations. Prior to joining the Animal legal Defense Fund, Carter served as an Honors Program attorney for the U.S. Department of Justice and as a legal advisor to the U.S. Department of Homeland Security, in the National Security Law Division. He has taught on the faculties or held appointments at University of Oxford, Lewis and Clark Law School, Emory University School of Law, and Loyola University New Orleans, College of Law. Carter has been a peer reviewer for the journal Bioethics, his work has been published by Yale, Duke, and Northwestern universities, as well in several peer-reviewed journals, is often recommended reading on the competitive Legal Theory Blog and has been extensively cited.Carter has a B.A. from Boston College, a J.D., Order of the Coif and with honors, from Emory University, and an LL.M. from New York University where he wrote his thesis under Jeremy Waldron. Carter is the founder of the organization Having Kids, which has developed a human rights-based, child-centric and “zero baseline” family planning model with an exponentially greater impact on sustainable development and animal protection than downstream alternatives.Carter has begun to implement a transition to child-centric “Fair Start” family planning, where future children are a specially protected class, both as a member of the Steering Committee of the Population Ethics and Policy Research Project, and as a visiting scholar of the Uehiro Center, both at the University of Oxford. Carter has been invited to speak at the UN World Civic Forum and dozens of other conferences, he has appeared on Fox Business News, and his work has appeared in the New York Times, Salon, The Hill, Washington Times, and the International Herald Tribune.

Directed over a dozen active cases involving animal cruelty, food safety, consumer protection, and environmental law targeting cruel and illegal factory farm practices throughout the United States. Designed and lobbied for state and local legislation. Orchestrated one of the first prosecutions of a factory farm corporation for cruelty, as well as one of the first civil lawsuits against a factory farm for selling adulterated food.

Developed strategic impact litigation, including false advertising cases and precedent that changed deceptive egg labeling throughout the United States.

Managed large docket of national security and human rights abuser removal cases. Oversaw a variety of domestic and international investigations, detentions and removals in coordination with various federal and international agencies. Given an "exemplary performance" recommendation by the Chief of the National Security Law Division.

Lead counsel on over three hundred completed cases with a focus on removal of human rights abusers.
