At the behest of Clearlight Partners, a Newport Beach private equity firm, Carter initially served on the Board of Directors and as a consultant to Richardson to perform a strategy and operations review and refresh. Subsequently, in November of 2014 he became interim CEO to implement the new strategy and to hire a new CEO, a project that took until June 2015. After hiring the new CEO, he returned to the Board as a Director to support the transition. By April of 2016 the CEO and the company were “firing on all cylinders” and Carter has stepped off the Board and returned to a consulting role. Richardson is unique in its ability to create customized solutions to help ensure sustained behavior change. Carter led the strategy and operations refresh at Coblentz Patch Duffy & Bass LLP, a prominent 125 year old 75 attorney law firm specializing in real estate, litigation, business, tax exempt organizations and family wealth. With the leadership team, he updated the vision, mission and values of the firm; identified differentiating competitive advantages; revised the strategy to leverage those advantages; identified the key operating priorities essential for strategy implementation; and orchestrated those changes. Key operating changes at Coblentz included developing a financial model of the business, overhauling the management information system including the development of fee earner profitability measures, creating a successful process for recruiting and integrating new lateral partners, developing the foundations of a business development culture, refining the partner compensation system, designing the process and technology for moving records and most of the library to an all-electronic environment, implementing continuous improvement methods in all operating units, developing an occupancy model of the firm for use in lease negotiations and potential relocation and upgrading the management team where necessary.

From 2001 to 2009, Carter served as CEO of MLA Global, LLC and its predecessor organizations. Under Carter’s direction, four independent firms merged into one legal entity to form Major, Lindsey & Africa. He oversaw the firm’s rapid growth, including the opening of new offices in Los Angeles, San Diego, Philadelphia, Seattle, Washington, D.C., Dallas/Fort Worth, Houston, Milwaukee, Boston, Miami, Charlotte and new international offices in London, Hong Kong, Tokyo and Beijing. During this period, the company’s revenue grew fivefold. MLA became, by a substantial margin, the largest legal search firm in the world. In 2007 Carter led an auction process which resulted in the sale of controlling interest in MLA to the Allegis Group, the largest staffing firm in the U.S. Following MLA's sale to the Allegis Group, Carter remained on Board of MLA to assist in the transition, mentored his CEO successor and served as the minority shareholders' representative to the Allegis Group and as a senior adviser to the firm. The final equity purchase in the earn out occurred on December 31, 2012 whereupon Carter withdrew from an active advisory role in the firm.

Carter was CEO and Co-founder of Omega Performance Corporation (Omega). Omega grew to become the world’s largest provider of risk analysis training and performance consulting services to the banking industry. An innovator in the field of learning technology, Omega developed sophisticated computer-based and web-based learning resources for the financial services industry and earned a place on the Inc. 500 list of the fastest-growing private companies in the U.S. Headquartered in San Francisco, with offices throughout the United States, Canada, the United Kingdom, the Middle East and Australia, Omega served most of the major banks in those locales. In 1997 Omega raised $7M in private equity and purchased MicroMentor, a computer-based training firm in Boston. In 1999, Carter orchestrated the sale of Omega to IIR, a U.K.-based training conglomerate.
