Owner Representative, Healthcare Facility Program Management

Provide Facility and Healthcare design/construction management services for acute care and skilled nursing AHCA reviewable projects including; regulatory submissions, representation for all AHJ inspections, deficiency resolution management, ICRA compliance management, construction administration, quality control. Coordinated with engineering and construction team to assure the delivery of quality department clinical services in accordance with established hospital and regulatory/ accreditation agency standards. Coordinated multiple equipment vendors, budgets and bio-engineering needs as related to projects. Successful AHCA 100% surveys.

HealthPark FL includes CCRC - Senior Living, Memory Care, Skilled Nursing Healthcare and Medical Office Building occupancies.Responsible for managing the entire project execution process for the assigned major capital projects within the HealthPark system. Supported the stakeholders, finance team, contractor, and design disciplines throughout all phases of project development. Led contractor, project stakeholders and external design professionals in a collaborative effort to advance projects from approved conceptual designs through final scope definition, completion of bid and construction documents, bidding, construction, AHCA surveys, FF&E installations, start-up and commissioning. Assumed ownership of overall project execution including budget, schedule, scope, and design intent from preliminary concept approval through project completion.

Construction Management and Contract Administration of multiple/simultaneous phases of design and construction from early design phase review, contract negotiations, coordination and commissioning of final project. State wide business programs for work with new and existing clients. Responsibilities included planning, scheduling, client relations, pre-marketing for upcoming projects, creating innovative pursuit strategies, proposal preparation and presentations, preparing scopes of work and fee estimates, making presentations to clients, conducting interviews as the lead presenter and successfully negotiated contracts with existing and new clients. Participated in business development strategic pursuits for the company from Florida through the Caribbean and South America.

Managed project management team, design teams, construction management teams, and assisted CIP department in the creation of Capital 5 Year Plan. Accountable to City Commission, City Park Advisory Board, Police Advisory Board, Homeland Defense Bond Audit Committee, and other government bodies involved in the development and administration of public projects/public funds. Performed as Owner’s Authorized Representative for Orange County Public Schools, responsible for managing long term and day-to-day planning, change management, budget reconciliation, scheduling and controls for construction and design. Participated in business development strategic pursuits for URS Southern.
