Responsible for operational compliance in the highly regulated area of Southern California that included DOT regulated gas gathering and compression systems and PSM regulated gas processing facilities. Accountable for developing an organizational culture that embraced environmental and safety excellence – reducing incidents from 1.77 to 1.37 incident rate. Managed annual budget of $60MM operating and $100MM capital expenses. Led a cross functional team to refine, implement and manage effective MOC , Greenhouse Gas , and volume management programs to ensure compliance with California risk management requirements. Facilitated desegregation efforts as Oxy divested California assets to a stand-alone operating company. Operations subject matter expert for project to design/develop/test and deploy an enterprise HSE application. Led well failure analysis team that identified chemical treating problems in waterflood production operation, reducing failure rate from >1 to 0.5 and operating costs by $2.5MM in six months.  Managed $2.5MM company fleet vehicle program. Developed replacement strategy to minimize fleet life cycle costs while delivering fit for purpose vehicles to operations resulting in an annual budget reduction of $200M.
