About Casey Rayborn Hicks

I have more than 20 years of communications experience, and I have served as the Public Information Director for the East Baton Rouge Sheriff’s Office for fifteen years, and more recently as Chief Administrative Deputy. I serve as spokesperson and oversee the agency’s public affairs efforts for a parish of more than 440,000 residents. I manage external and internal communications for the office by communicating with the media and special interests groups using a variety of formats including press releases, presentations, social media and agency publications. I started, developed and run the EBRSO social media accounts which are currently followed by approximately 87,000 with single posts reaching up to 2.17 million people. I maintain, monitor and create the content for the social media platforms which inform the public of critical safety incidents, help garner tips to solve cases, aid in locating and rescuing those in danger, promote and honor divisions and individuals and support a positive relationship between the public and law enforcement.Prior to the Sheriff's Office, I earned my Bachelor's in Mass Comm from LSU with a concentration in Journalism. I then worked as a Public Information Officer and Multimedia Archives Director for the La. Sec. of State before completing my Master's in Mass Comm and Public Affairs. I have also served as an adjunct instructor for LSU's Manship College of Mass Communication teaching Media and PR Writing.I have extensive training and experience in crisis communication, writing and media relations. Women in Media honored me with the Award of Excellence in Public Relations in 2009, the Public Relations Association of La. named me the 2009 Practitioner of the Year and EBR Sheriff's Office awarded me 2022 Support Services Deputy of the Year. I also maintain liaison with other local, state and federal agencies and provide consultation and training related to solving complex public affairs problems through crisis and media communications. I have traveled throughout the country to present to various groups regarding the communication plans, best practices and experiences from various crises including the ambush and murder of our Baton Rouge area law enforcement and the Great Flood of 2016. I was part of a Presidential tour of flood damage, and I planned and hosted a community-wide memorial service which I coordinated with the Secret Service for the U.S. VP and AG to speak. I believe that all forms of communication must be proactive and 2-way in order to be effective in building relationships with your publics.
