The Real-Time Data Research Center is a source of knowledge and expertise about real-time macroeconomic data, surveys of macroeconomic forecasts, and macroeconomic modeling. The Center produces macroeconometric analyses and collects and maintains a variety of data sets of value to macroeconomists and monetary policymakers.

Serves as a lead economist in generating economic forecasts for mail volume, revenue, and income, based on demand equations, and considering mail classification and rate structures. Conducts macroeconomic and microeconomic research and testifies to the validity of studies and economic models used and implications for management and stakeholders.-Collects and organizes data from surveys, internal and external sources to develop economic trends and market information. -Conducts research for the development of quantitative demand models of mail volumes using economic theory and advanced econometric techniques. Estimates and evaluates econometric demand models. Uses econometric knowledge to judge between alternative models and specifications. Estimates price elasticities.-Develops forecasts of volumes, revenues of postal products and services and related expenses. -Prepares presentations and presents the results to management and across cross-functional areas.-Analyzes economic and financial analyses performed within the Postal Service, as well as literature and papers prepared by outside sources.-Facilitates the identification and evaluation of proposals and models used in the development of revenue and volume under marketing initiatives and determines the impact of such initiatives and proposals, including benefits and potential risks associated with them.-Coordinates the efforts of all functional areas involved in the implementation of changes in pricing practices, programs, and policies; evaluates rate and volume proposals.-Analyzes socio-economic and demographic data and other variables; evaluates possible impacts on postal planning and forecasting; conducts other studies to supply economic data, evaluate changes in service and new programs, and review pending legislation.

Responsible for the planning, negotiation, placement, and administration of research and development (R&D) acquisition and assistance actions. Major Duties: -Responsible for handling procurement actions involving high dollar values, complex pricing schemes, unusual requirements, and first time Federal contractors-Processed actions characterized by short or emergency-driven lead times, major new research initiatives, prototype demonstrations, Congressionally mandated programs, and the development of new or specialized terms and conditions-Responsible for preparation of all pre-award documentation including any required Determinations and Findings, Acquisition Plans, Justifications and Approvals for the use of non-competitive procedures, and deviation requests -Prepared for negotiations of assigned actions by drawing on facts and circumstances surrounding the proposed action, extensive cost or price analysis, and analysis of work scope of prime and sub-contractors; documented and presented findings thoroughly in a business clearance memorandum that served to establish and defend a business position to appropriate ONR, Department of Defense (DoD), and Department of the Navy (DoN) officials -Coordinated and sought advice from and participation of other negotiation team members such as technical experts, legal and patent counsel, auditors, and field pricing representatives -Served on special project teams addressing the needs of the Contract and Grant Awards office including quality control reviews on in-house procurement issues and training and development of new staff members -Functioned as the primary point of contact and advisor to respective Science and Technology (S&T) organizations within ONR for assigned actions -Maintained informative, timely, and accurate support to customers through tracking and status reporting, assistance on the interpretation and application of laws/regulation, competition requirements, and source selection issues
