Responsible for the planning, negotiation, placement, and administration of research and development (R&D) acquisition and assistance actions. Major Duties: -Responsible for handling procurement actions involving high dollar values, complex pricing schemes, unusual requirements, and first time Federal contractors-Processed actions characterized by short or emergency-driven lead times, major new research initiatives, prototype demonstrations, Congressionally mandated programs, and the development of new or specialized terms and conditions-Responsible for preparation of all pre-award documentation including any required Determinations and Findings, Acquisition Plans, Justifications and Approvals for the use of non-competitive procedures, and deviation requests -Prepared for negotiations of assigned actions by drawing on facts and circumstances surrounding the proposed action, extensive cost or price analysis, and analysis of work scope of prime and sub-contractors; documented and presented findings thoroughly in a business clearance memorandum that served to establish and defend a business position to appropriate ONR, Department of Defense (DoD), and Department of the Navy (DoN) officials -Coordinated and sought advice from and participation of other negotiation team members such as technical experts, legal and patent counsel, auditors, and field pricing representatives -Served on special project teams addressing the needs of the Contract and Grant Awards office including quality control reviews on in-house procurement issues and training and development of new staff members -Functioned as the primary point of contact and advisor to respective Science and Technology (S&T) organizations within ONR for assigned actions -Maintained informative, timely, and accurate support to customers through tracking and status reporting, assistance on the interpretation and application of laws/regulation, competition requirements, and source selection issues
