Brought together more than 120 leaders and subject matter experts from across the country to publish Memos for a Tech Transition: Building State Digital Capacity in the First 200 Days of 2023. The series of 9 memos were published as a partnership between New America, the American Enterprise Institute, the Tech Talent Project, and the Beeck Center for Social Impact & Innovation.

- Led turnaround of the state’s integrated eligibility & enrollment modernization program, championing the adoption of best practices in modern software delivery, including user research, human centered design, incremental & iterative development practices. Reduced program budget by 50%, while increasing the speed of delivery and delivering tangible improvements to the customer experience. - Acted as the chief performance officer for the state’s Medicaid agency. Oversaw eligibility and enrollment operations and led efforts to identify and execute on opportunities to increase efficiency, reduce cost, and transform the customer experience for nearly a quarter million beneficiaries.- Oversaw $70 million+ portfolio of technology investments to ensure they met internal and external customer needs, reflected key policy priorities and strengthened compliance with applicable federal rules and regulations.

Architected the tech and operational turnaround of Vermont’s troubled health insurance exchange. Led a team of over 300 to eliminate process backlogs, stabilize operations, instill a customer focused mindset, measure performance, and address tech and security gaps. As Chief Executive Officer of Vermont's Health Insurance Exchange, I led the teams of state and contracted staff that facilitated the enrollment of over 220,000 Vermonters in both Medicaid and Qualified Health Plans. Directed overall planning, coordination, direction, and administration of Vermont Health Connect. Worked closely with executive leadership to define and execute its mission in light of both statutory responsibility and the health insurance needs of Vermont's individuals and small businesses. Responsibilities included assembling and retaining high quality staff, developing a stable long term operating model, ensuring financial sustainability, and working collaboratively to ensure the continuous evolution of exchange functionality. Focused on building a culture of continuous improvement, developing and measuring against key performance indicators, and strengthening the organization's commitment to customer service.

• Led multiyear planning and implementation effort to consolidate health care eligibility and enrollment operations under a single stable operating structure within the Department of Vermont Health Access. • Introduced strategic planning, key performance indicators, service level targets, and an oversight & monitoring program to foster a culture of continuous improvement and ensure appropriate focus on customer service. • Assembled and maintained a high performing leadership team of State staff and contractors to ensure operational readiness for six major deployments, leveraging improved technology and streamlining business processes to reduce operational backlogs by over 90%• Established senior level advisory team of officials across State government to review and support IT/operational initiatives and ensure the appropriate allocation of resources.

• Led team of policy professionals in analyzing federal and state law, drafting state regulations, and managing the implementation of policy to support to the business process and operations of the State’s Health Insurance Exchange.• Facilitated input from internal and external stakeholders to inform key policy and operational decisions for VHC and made recommendations for long term business strategy to the exchange leadership team. • Built and managed Oversight, Monitoring, and Compliance program for VHC. Activities include overseeing federal grant writing/reporting for $170 million in funds, audit readiness activities, and program integrity.

• Developed and successfully executed ambitious health care policy agenda to expand access to coverage, strengthen consumer protections, control rising costs. This work led directly to the passage of five major pieces of health care legislation in two years.• Built and leveraged close relationships with VPIRG members, partner organizations, legislative leaders, administration officials, and key national partners to facilitate cross-stakeholder buy-in of key health policy goals.• Sought out and earned financial resources to ensure the success of VPIRG’s health care campaign. This includes grant-writing, major donor cultivation, and networking with partner organizations to ensure the long term financial sustainability of the program.

• Conducted original multi-disciplinary, mixed method research to assess the impact of transportation access on the quality of life of low-income mothers, rural households, and older drivers.• Designed, implemented and analyzed transportation survey of 1,000 rural households in central Vermont.• Conducted comprehensive literature reviews and large scale data analyses focused on subjects such as the impact of passengers on the safety of older drivers and rural food deserts.

• Analyzed national and state data for trends in food security, nutrition program participation, and poverty.• Utilized complex data to compose educational materials for a variety of audiences, including policymakers, media representatives, advocates, foundations, private sector leaders and lay-audiences.• Led the efforts of several coalitions, including the Northeast Regional Anti-Hunger Coalition and Hunger Councils in two Vermont counties, in several major policy achievements, including extending Food Stamp Program eligibility to over 50,000 additional Vermonters.
