Ms. Coffey has over 20 years of experience in environmental investigations and remediation, and 8 years of experience supporting the DoD agencies and the USACE as an environmental project manager and principal scientist with experience managing projects related to environmental remediation, environmental monitoring, water quality, wastewater, hazardous waste and regulatory compliance. Ms. Coffey is experienced implementing numerous projects at Federal facilities within CERCLA guidance to include PFAS preliminary assessments, site investigations, remedial investigations, and has experience in groundwater and soil remediation, monitoring, and land use controls.

Serve as project manager for a former wood preserving facility regulated under CERCLA. Site activities include remediation and remedial construction activities, and directly interface with the United States Environmental Protection Agency (EPA) and the Virginia Department of Environmental Quality (VDEQ) representatives. Primary responsibilities include planning and coordination of field sampling and construction activities, analytical data management and reporting, and management and procurement of subcontractors

Serve as business analyst for a confidential aerospace client. Collaborate with subject matter experts and client stakeholders to implement Enablon as an Enterprise environmental information management system with a focus on transportation compliance. Specific focus includes shipments to the European Union regulated under the Toxic Substances Control Act (TSCA), Registration, Evaluation, Authorisation and Restriction of Chemicals (REACH) as regulated by the European Chemical Agency (ECHA) and ozone depleting substances (ODS).

Defense Supply Center Richmond:Served as field manager, assistant project manager and Certified Project Manager for the Defense Supply Center of Richmond (DSCR) located in Chesterfield County, Virginia. The DSCR project as a complex remediation program optimizing in-situ bioremediation to support USACE and DLA and supporting stakeholders to create an installation-wide strategy and comprehensive planning effort for remediation of groundwater impacts. Tasks included: O&M activities; remedy optimization; groundwater monitoring and well installation; installation, operation, and optimization of a bio-enhanced directed groundwater recirculation (BDGR) system; vapor intrusion sampling; design, installation, and operation of a sub-slab depressurization system (SSDS); LUC inspections and annual reports; and site optimization studies.Primary responsibilities included weekly and monthly client status updates and correspondence, project and analytical reporting, project coordination and execution of activities, data management of all analytical data and coordination with offshore data managers, waste management coordination and oversight, coordination of field sampling and oversight activities, management and procurement of subcontractors in compliance with federal contracting requirements, and support of community stakeholder meetings and regulatory planning meetings.

Perform as a project manager through quality planning and execution of scopes of work on various projects to achieve client and company goals. Plan and manage projects through defining and developing budgets, minimizing costs, and tracking and forecasting costs and schedules. Implement various stringent contract terms for clients in the oil and gas and utilize rigorous client specific behavior-based health and safety procedures, including incident investigating and reporting. Manage a large remediation program that includes management of a dedicated remote office located at a client’s operating facility, and conduct and oversee site assessment, investigation and remediation involving correspondence and collaboration with clients and regulators.

Conducted Phase I and Phase II Environmental Site Assessments. Experience included soil studies of lands surrounding Exide Battery in Reading, Pennsylvania. Developed and executed soil sampling plan in collaboration with USEPA Region III to determine levels of lead contamination in soil. Worked on decontamination plan that will remediate the site making it suitable for land development. Performed field reconnaissance for wetland delineations and identified wetland boundaries based on US Army Corp of Engineers 1987 Wetland Delineation Manual. Proficient in wetland plant identification and hydrology indicators. Conducted Right-To-Know inspections for the School District of Philadelphia in accordance with the Pennsylvania Worker and Community Right to Know Act. Identified hazardous or unknown materials in school buildings and composed reports on Right-To-Know inspection findings. Compiled Material Safety Data Sheet information for hazardous materials identified within school buildings.

Identified flora and fauna from benthic samples and performed sediment size analysis to determine the structure of marine plant and animal communities. Species identified included Amphipods, Isopods, Bivalves, and Gastropods. Analyzed floral and faunal samples utilizing various computer programs including Microsoft Excel and Synergy KaleidaGraph. Studied data to determine changes in plant and animal community structure and utilized data to determine the successfulness of restoration activities. Supervised and directed interns in marine science lab working on independent and privately funded research projects related to seagrass and habitat restoration methodologies.Supported field activities for seagrass restoration and monitoring projects in Barnegat Bay, New Jersey. Species studied included Eel Grass (Zostera marina) and Widgeon Grass (Ruppia maritima). Activities included small boat handling, underwater sample collection and water quality data collection utilizing field instrumentation.
