As Director of Codes & Standards development, Ms. Chappell oversees TRC’s technical energy code development projects. Currently, Ms. Chappell is Director-in-Charge of several Codes and Standard Enhancement projects for the California investor-owned utilities that research energy efficiency opportunities for inclusion into the 2013 Title 24 code change cycle. The projects address both technical issues and market readiness for promising efficiency measures. As Director of Evaluation Services, Ms. Chappell specializes in market assessment and program measurement and evaluation. She develops evaluation plans, establishes protocols and coordinates the work of data collection and analysis teams. She also trains and coordinates survey teams, supervises data analysis preparation by staff and outside consultants, and writes evaluation reports. She works with and creates energy use and technology baselines, gross and net savings estimates and market effects. Ms. Chappell advises the California investor-owned utility (IOU) on their new construction energy efficiency programs and reviews CPUC evaluation plans.
