NMC&A Manger for Fluor Federal Services at the Paducah Gaseous Diffusion Plant, Paducah, KY Fluor was awarded the D&D contract after PGDP was permanently shut down in May 2014. The transition began on July 21, 2014 and the site was transitioned to Fluor on October 21, 2014.

Provide expertise and knowledge to nuclear facility safeguards and security programs to ensure fully functional, effective and efficient programs. Responsible for the development and implementation of "Safeguards First Principles Initiative" which, in essence, developed a principle based standard for Material Control and Accountability (MC&A) Programs. The program objective was to prepare a model/standard for developing, implementing, and evaluating MC&A Programs. Before this assignment it had been tried for over five years to develop this model. Upon receipt of this assignment it was successfully developed, test bed applications performed, and implemented within a two year window. The program was audited by I&E with excellent results. The program has saved and continues to save millions annually. Responsible for developing and implementing a category I MCA program at the Nevada Test Site. Responsible for the hiring of program employees, development of all documentation required for the program, implementation of the program and acceptance of the program at this site in order to accommodate Category I materials which required immediate shipment from Los Alamos. Responsible for the successful development and implementation of the "In Teach" program. This program utilizes subject matter experts throughout the enterprise to take their knowledge and teach courses where the "need" exists. Courses were updated, personnel qualified as "teachers" based on National Training Center requirements. This program's success has brought a myriad of security training to facilities throughout the enterprise and has provided true operational experience knowledge to the students. Responsible for going to any facility that may be experiencing unique problems and fixing those problems.
