Appointed in 2013 to 4-year term on the NC Environmental Management Commission. EMC is the agency of NC DEQ responsible for rulemaking and policy for the State's air, water and waste programs. Reappointed in 2017 to a new 4-year term. Represent a broad range of clients before Federal, State, and local agencies for over thirty-five years on environmental, regulatory and legislative, concentrating on permitting, rulemaking, compliance, and enforcement on air, water and land use, solid and hazardous wastes, toxic substances, and coastal management, also write and speak frequently on these subject.Served as Assistant General Counsel & Chief of National Standards Branch in EPA General Counsel Office. Also served as Congressional liaison and drafted parts of Bush Administration bill enacted as Clean Air Act Amendments of 1990 (awarded EPA Gold Medal for Exceptional Service). Awarded EPA Bronze Medal for Benzene Hazardous Air Pollutant standards. Also Associate Director of EPA Congressional Liaison Office.Significant representations included EPA in landmark administrative law case, Chevron v. NRDC before the U.S. Supreme Court; S.C. Chamber of Commerce on EPA's NOx SIP Call; W.V. Manufacturers Assn. on CAA Section 126 cases; and Edison Electric Institute in enacting the Bevill Amendment to RCRA.Recognition includes Best Lawyers in America® for Environmental Law for over a decade. Served seven years as Officer & on Board of Directors of Carolinas Air Pollution Control Association, including as President. Co-chair NCBA Air Committee of the EENR Section of the NC Bar Association, and as a member of Air & Waste Management Association.Before law school, earned a Bachelor of Science in Engineering (major in Electrical Engineering) at Duke University, and worked as a Design Engineer for Sperry-Rand Corporation prior to law school.
