As owner and principal of Dye & Assoc, I provide economic and community development consulting services to the both the public and private sectors. I bring 25 years of economic development executive level experience within local government and several years of community development consulting in the areas of strategic planning, program development, project management, marketing & PR, public/private partnership building, grant development, and research/writing. Clients have included start-up businesses, affordable housing developers, business districts, community development corporations, utilities, and higher education institutions.

The North Park Planning Committee is advisory to the San Diego City Council, Planning Commission, and staff on matters related to community land use and development. The NPPC is responsible for updating the Greater North Park Community Plan (currently underway) which is formerly adopted as a component of the City's General Plan. I currently serve as Vice-Chair of the NPPC Urban Design/Project Review Subcommittee, and am spearheading the development of North Park's first Economic Prosperity Element of its Community Plan. I also serve on the Sustainability Committee and have been active in the effort to pursue a city policy providing design and placement standards for above-ground utility facilities.

North Park Main Street is a Business Improvement District and a National Main Street program affiliated with the National Trust for Historic Preservation. NPMS champions businesses, development, and creative activities that preserve the community’s historic integrity, support its Arts, Culture & Entertainment District, and promote an urban, pedestrian-friendly shopping/ dining environment.

As Economic Development Strategist, I have contributed to a team approach to meeting client's needs in areas such as government relations, economic development research and strategic planning; business plan development; and marketing.

Member of a professional team dedicated to promoting community reinvestment and economic development within the San Diego region. JB:& F Mission: increasing the assets of targeted communities; promoting well designed urban village and smart-growth development; increasing the supply of quality housing choices; assisting entrepreneurial development, business attraction and retention; constructing urban development financing models; and improving access to financial services by under-served communities. JB&F services included policy analysis, applied research, coalition building, public policy advocacy, technical assistance, program design and project management.

Among accomplishments: Updated City of Riverside Economic Development Strategy and Citywide Marketing Plan; developed GIS-based commercial/industrial property inventory; conducted realtor forums in LA and Orange Counties; hosted City presence at annual ICSC conference; produced comprehensive community profile, ads, and marketing materials; managed Shop Local campaigns; attracted targeted office, restaurant and hitech firms; negotiated major incentive package for local aerospace expansion; managed university tech park tenant collaborative to develop recruitment package, including marketing strategies, financial incentives, and land use policy initiatives; acted as lead staffer on Asian trade mission.

Among accomplishments: developed City's first Economic Development Strategic (EDS) Plan and first Economic Development Element of its General Plan; established executive-level interdepartmental team to implement EDS and act as RED Team to recruit/assist targeted businesses; established Local Employer Assistance Program resulting in quantifiable benefits to local businesses; created HiTech Zone which attracted firms such as Leviton, Hitachi and DNP, a Dai Nippon subsidiary; acted as Project Manager for 500,000 sf power center; expanded Enterprise Zone saving Goodrich Aerospace $1.5 million dollars; created Border Environmental Commerce Zone, a cross-border environmental technology incubator housing 40 entrepreneurial tenants; secured land use designation for Regional Technology Park in eastern Chula Vista next to dedicated university site; organized Annual Real Estate Brokers Forum and Tour; fostered partnership with City of San Diego to dedicate $200,000 set-aside from San Diego Revolving Loan Fund for Chula Vista businesses.
