As a Project Director for WestEd's Special Education Policy and Practice Division, Dodge supports strategic growth and development; contributes to management; and designs, develops, and implements projects to help state and local education agencies build capacity and apply quantitative and qualitative research to their efforts to improve results for children and youth with disabilities. Examples of work: Co-directed the national technical assistance Center for IDEA Fiscal Reporting (CIFR) that helped state departments of education in most US states and territories to understand and follow special education fiscal requirements.  Led three state departments of education to improve special education data governance and quality through the national Center for Integration of IDEA Data (CIID). Directed contracts with seven school districts in four states to evaluate services and outcomes for students with disabilities including school wide multi-tiered systems of support.

It is the mission of CIFR to provide TA to SEAs to help them meet their federal obligation to collect and report special education fiscal data.

• Responsible for annual budget of 115 million to provide special education and related services to an urban school district of 56,000; 6,400 of whom receive special education;• Initiated large-scale district-wide reform of services for children and youth with disabilities including complete restructuring of administrative team to support schools better and create a foundation of job-embedded professional development for school staff and district leaders;• Championed a paradigm shift from the district norm of isolating students with disabilities in restrictive settings and low expectations, to a culture with an emerging commitment to inclusive education in regular classrooms with high-quality standards-based curriculum, including overhaul of student placement system, moving from a programmatic model to an integrated service delivery model;• Repaired broken relationships with staff, parents and community stakeholders; decreased conflict and litigation;• Implemented systems-improvements including adoption of new IEP system, creation of on-line searchable procedural handbook and improved the operations supporting budget and staffing;• Cleaned up neglected budget and data infrastructures, introducing cost-saving measures and quality control routines.

• Responsible for annual budget of $100 million to provide Special Education and Related Services for an urban school district with 39,000 students, 7,000 of whom receive special education; • Responsible for Departments of Student Health and Wellness, and Section 504;• Restructured administration model, resulting in strengthened relationships with Principals, more responsive service to schools and an effective, efficient set of resources for assessing and improving schools’ and staffs’ ability to provide special education;• Collaboratively implemented a cohesive two year capacity-building plan, to maximize funds from the American Recovery and Reinvestment Act, accelerating the pace of change, towards the goal of 10 percentage points gains in test scores measuring reading and math proficiency; • Successfully met targets to establish co-taught classes in most schools, as major benchmark for improving academic results by developing a continuum of collaboration; • Substantially reduced the number of complaints filed (both state and Office of Civil Rights), independent educational evaluations required and due process hearings requested.
