I am a principal investigator and research manager of evaluation and learning activities to support international development initiatives. I collaborate with with in-country researchers and practitioners to foster local evaluation capacity building; improve program performance; and create strategies of program learning among funders, implementers, evaluators, participants, and other relevant actors. I lead transdisciplinary teams to bring diverse expertise and knowledge to M&E projects with the purpose of helping evaluation users to make sense of evaluation, its findings, and the advantages of using it. I also aim to involve the voices of program recipients in design, performance assessment and long-term learning, and incorporate innovative visualizations and communication approaches to promote evaluation use.

–Prepared and presented the report "A Rockier Road to U.S. Citizenship? Findings of a Survey on Changing Naturalization Procedures", about the recent patterns of the United States naturalization process, critically analyzing original original survey data from 110 legal providers and using a mixed-methods approach to address stakeholder comments from the Immigrant Legal Resource Center (ILRC) and streamline them to respond to MPI’s non-partisan approach to immigration policy analysis. –Managed the design and implementation of a data assessment project for the International Organization of Migration's Displacement Tracking Matrix (DTM) to support a community of practice in 11 Central- and South-American countries. –Coordinated with MPI team a learning workshop with DTM country field managers to analyze regional patterns of data collection and data quality, engage them into the recommendations process to enhance use. –In collaboration with an MPI Visiting Fellow, I prepared an external outreach fact sheet and collaborated to prepare and internal technical report on regional patterns of migration and response to the Venezuelan crisis during 2019, and guide the first steps to establish a DTM community of practice between countries and the regional team to increase the comparability of data in the region.

I worked an associate professor (PI) and a team of graduate students at the Government and Politics Department, on designing a study using census tract data to identify the role of fatal police encounters as ‘community stressors’ on birth outcomes among vulnerable populations, including immigrants, in California and Colorado. The analytical techniques involve the use of GIS tools. Under his supervision, I have co-authored two manuscripts focused on the pre-immigration factors that influence immigrants’ political incorporation in the United States. I am also coordinating an edited volume with the participation of recognized scholars in this subfield. I have run descriptive statistics and inferential statistical analysis on Stata with 10 large databases provided by federal and state governments to prepare papers on infant and adult mortality, birth outcomes, Medicaid/CHIP expansion in the United States, state budgets, and state legislature party. I constructed several data sets using secondary data sources to design original variables related to state government expenditures in healthcare and Medicaid expansion.

I managed the project ‘Evaluation Policies in the U.S. Federal Government,’ whose PI is Professor Leslie Fierro. I coordinated a team of five graduate research assistants to conduct detailed content analysis, led research tasks, and produced dissemination products. I am co-authoring two papers from the analysis of original data from interviews and the inventory of policies. I was also a research associate in three projects led by a Tarek Azzam, Ph.D. First, I conducted classroom observations, teacher and student surveys with an evaluation team to re-design a program logic and create a process cognitive mapping for a program that promoted STEM careers among Hispanic communities in a neighboring city in Southern California. Second, for a local initiative that promoted the practice of yoga among students in three public elementary school, I managed a three-site, mixed-methods assessment that included class observations, semi-structured interviews, focus groups and a profound revision of the program’s concept mapping and logic frame using neurological sources and program design information, in an iterative process that involved stages of client feedback. Finally, I collected data from multiple classroom observations, semi-structured interviews with teachers and administrative staff, and focus groups with middle-school students in Charlotte, NC, Indianapolis, IN, Montréal, Canada, and three Mexican cities for a multi-year evaluation of the International Baccalaureate program. I coded and analyzed baseline contents obtained from these sources with a team of graduate students to identify trends and contextual factors across school sites.

I helped CGU faculty members in the Division of Behavioral Sciences and the Division of Economics and Politics administer 4 graduate course on Introduction to Evaluation Studies (twice), Comparative Theory of Evaluation, and Cost-Benefit Analysis. I designed and refined student assignments, graded assignments and papers, taught quantifying labs for cost-benefit analysis, and co-taught several sessions on evaluation practice, logic modelling, and sensibility analysis.

Greater Chicago Area

I led the programming, testing, administration and data quality reviews of large-scale CAPI household and tablet traffic surveys in Spain and Côte d'Ivoire. In particular, for the impact evaluation of the Henri Konan Bédié Bridge in Abidjan, I conducted enumerator training and supervised fieldwork, supervised data cleaning and provided support to estimate quantitative findings. I worked as evaluation specialist in three impact evaluations funded by the Millennium Challenge Corporation (MCC), the Inter-American Development Bank (IADB) and USAID. On the qualitative side, I conducted content analysis on NVivo for multiple impact and process evaluations of a diverse set of programs: community empowerment (MCA-Philippines), farmers training (MCA-Morocco), conditioned-cash transfers (IADB), among others. I co-managed a multi-country performance evaluation of the New Employment Opportunities (NEO), funded by IADB, leading a team of five in-country analysts, designing survey and qualitative data collection instruments, conducting field visits in Paraguay to conduct 20 key informant interviews and moderate 4 focus group discussions. For this project, I prepared the case study results using a mixed-methods approach.I also led dozen technical proposals of performance and impact evaluations of international development programs in agricultural training, community development, education, energy, and job-training.

As policy analyst and evaluation specialist for international development programs, I supported several multidisciplinary teams on designing process and impact evaluations, developing key indicators to answer evaluation questions, leading survey design and sampling plans on Qualtrics and Excel, supervising data collection and data cleaning, and conducting statistical analysis on Stata to interpret the findings. I was a task lead in 11 evaluations in Honduras, Paraguay, Côte d'Ivoire, Kenya, Morocco, and the Philippines. I was also responsible for testing and delivering a large-scale survey for the Bank of Spain in 6,000 households.

I acted as a senior evaluation specialist for two international projects. First, I conducted qualitative analysis to update and refine an extensive household questionnaire for a large-scale economic survey on agricultural production and sustainable practices in three southern Mexican states. For this post-experimental evaluation funded by the International Fund for Agricultural Development (IFAD), I prepared training materials, co-led enumerator training, coordinated the pilot test of the instruments, and prepared a methodological report with statistical and geographic analysis in Stata and GIS. Second, I designed survey, ethnography and interview instruments to conduct an impact evaluation of a pre-school intervention with parents and children in urban and semi-urban areas to increase their engagement to play, funded by the Lego Foundation in India, Mexico and South Africa. I also managed the Mexican chapter of data collection and analysis.

La Verne, California

I developed 12 longitudinal case studies using MAXQDA and conducted statistical analysis (descriptive stastistics, t-test, ANOVA) on SPSS for the formative evaluations of 4 programs designed to promote STEM careers among underrepresented sub-populations in Southern California and New York City. I also supported the dissemination team preparing multiple reports and data visualizations on Tableau Public.

Greater Minneapolis-St. Paul Area

I taught the microeconomics laboratory to a class of 15 graduate students, under the supervision of Prof. Maria Hanratty. I obtained certification from the UMN Teaching Resources Direction to teach this section of the lab. I also assisted the instructor of the Global Public Policy course and a group of 12 graduate students to transmit and interact via videoconference between the classrooms in Minneapolis and Mexico City.

Responsible for the performance evaluation of the Program to Promote the Employment of non-working and non-studying young people in Ciudad Juárez, Mexico. I designed logic model frameworks, conducted over 20 in-site interviews and 4 focus groups, and led field-based coordination with local organizations and service providers under a participatory evaluation approach.

I was editorial coordinator of a series of manuals on Legislation of the Gender Equality project in 4 states in Mexico. Under this responsibility, I control the edition and quality of 10 manuals for the implementation of legislation on gender equality and prevention of sexual violence for three States in Mexico and the Federation. I also negotiated contents and editorial design with three State Governor offices and closed deals with local authorities to disseminate the manuals among their officials. I also organized six seminars on gender empowerment, health care services and education, with more than 500 mid and high-level state officials.

Under the supervision of a Lead Evaluator, I prepared a set of 3 different questionnaires and interviewed a dozen decision-makers, stakeholders and entrepreneurs who were beneficiaries of the UNDP's National Programme of Supplier Development (PDP). For this process evaluation, I designed the analytical framework for quantitative data, analyzed quantitative and qualitative data, and contributed to the process of formulating recommendations and priorities. Our recommendations were used to support the customization of the PDP model in El Salvador and Nicaragua.

I was responsible for the media relations of the laboratory in Mexico, including corporate statements, interviews, media tours, and pharmaceutical-specialty communication to sales representatives. I coordinated a wide corporate social responsibility campaigns to engage 1,500 employees in matching funds with the company to support neighboring communities in Xochimilco, Mexico. The campaign raised $3,600 USD.

I was responsible for designing and implementing a dozen campaigns of public relations and media affairs for corporate clients with national coverage in Mexico. My sectors of experience included automotive, consumer brands, entertainment media, pharmaceutical, non-profits, and the chemical industry.
