Ms. Davis’ 23-year industry tenure in Alaska has given her extensive experience with laws and regulations that pertain to federally and non-federally funded projects throughout Alaska. She has managed the environmental documentation and permitting requirements for more than 30 projects in all regions of Alaska and is knowledgeable and skilled with laws and regulations that pertain to resource development projects. She has the interpersonal skills to interface and coordinate with all facets of project development teams, including engineers, project managers, contractors, and regulatory agencies. Ms. Davis also has experience working with the National Environmental Policy Act (NEPA), and has been involved with many NEPA projects. Ms. Davis’s specific NEPA experience includes public and agency scoping, consultation and coordination with regulatory agencies, knowledge of environmental laws, permitting, and writing clear, concise, legally defensible environmental documents. Ms. Davis has worked on multiple high-profile NEPA projects, including Point Thomson, Knik Arm Bridge and Toll Authority (KABATA), Highway-to-Highway, and Juneau Access. She has assisted in creating an agency and public coordination plan, and has led public involvement efforts for multiple projects. She managed customization of a comment database that enabled multi-user input and tracking for more than 2,000 unique comment documents from agencies and the public, and developed team protocols to ensure quality assurance/quality control (QA/QC) of comment-coding efforts. In addition to her NEPA and regulatory planning and permitting experience, Ms. Davis also has a biological background that includes wetlands delineations, vegetation classifications, and habitat mapping. Her direct biological knowledge provides a strong foundation for assessing and analyzing impacts to fish and wildlife, identifying applicable regulations and mitigation, and providing project recommendations.
