Ceeon D. Quiett Smith, Ph.D serves as the Executive Vice President of Student Success and Operations for Dillard University. In this capacity, Smith is responsible for Student Success, Athletics, Campus Police, Lawless Chapel as well as, strategic operational development of on-campus and off-campus residential life services and the expansion of the university's community and business development footprint. Smith is also serving a detail as the HBCU Advisor for the U.S. Department of Transportation focused on Bipartisan Infrastructure Bill Implementation (BIL) strategy and program implementation to increase technical assistance and contract equity opportunities for Historically Black Colleges and Universities (HBCUs) and Minority Serving Institutions (MSIs).

Served as the Chief of Staff/Executive Vice President for Benedict College (Columbia, SC), under the administration of Dr. Roslyn C. Artis. In this role as a member of the President’s Cabinet, I support the President’s team and other professional staff to carry out the mission and vision of Benedict College. Specifically, my portfolio of responsibilities includes oversight and management of: The Tyrone A. Burroughs Center for Small Business Development & Entrepreneurship (BDC), The Office of Information and Technology, Benedict College Post Office and The Print Shop. In July 2018, I assumed the responsibilities of the Executive Vice President, which added to my responsibilities, chair of the College Publications and Committees, and the departments of Records and Retention and Human Resources. In January 2020, the President appointed, and the Board approved, my position as Chair of the Benedict-Allen Community Development Center (CDC).

A professional staff of three that lead the 50k-watt radio station KGRM-FM, GSU Radio Lab podcast, and the print and online newspaper product, The Gramblinite.

Consulted by BP North America to assist the international and national executive teams in managing the organization’s emergency disaster response efforts with a specific focus on government relations, FEMA policy and operations, community engagement and organizational restructuring. Created and developed the strategic long-term recovery organizational and strategic plan for the BP-Louisiana response team (BP-LAGCRO). In a compressed time period, collaborated with a team of professionals to develop the organizational and communications policies and programming for the entire Gulf Coast Restoration Organization (GCRO) which included the states impacted by the oil spill – Alabama, Louisiana, Texas and Florida.

After serving as an executive on “loan” from the City of Detroit for four months, I joined the City of New Orleans as a member of the Executive Cabinet in the Office of the Mayor. In this role, the primary focus was on national and international strategic communication efforts about the largest natural and man-made disaster in the history of the country - Hurricanes Katrina and Rita (Gustav and Ike followed). I provided executive level communications counsel on policy, operations, fiscal management and strategic communications programs and outreach initiatives, specifically, in the area of disaster recovery communications. Served as the head of the Joint Information Center (JIC) during disaster and emergency incidents. Coordinated external affairs and communications relations initiatives for trade missions to South Africa, China, Panama and Cuba. Responsibilities also included serving as the Co-Chair of the Executive Recovery Operations team and the Recovery and Budget Leadership teams. Oversight of the quasi-city agency the New Orleans Tourism and Visitor’s Bureau ($1 million budget). Led the redevelopment of one of the centerpieces of the city’s tourism, Louis Armstrong Park. Selected to serve as a liaison for the U.S. delegation assigned by the U.S. Secretary of State for the International Conference on Infrastructure and Recovery in Martinique, DR in response to the Haiti earthquake devastation.
