Requirements ManagerNoblis May 2008 - Jun 2012, Contractor To The U.S. Department Of State’S Office Of The Global CoordinatorChallenge: Provide independent technical advice and information technology (IT) support to the United States President’s Emergency Plan for AIDS Relief (PEPFAR) during the redesign of its main IT system. The initial redesign contract was awarded to an outside contractor and the design failed. Without an IT system in place, the client’s budget management team would have not have been able to process the documents to meet the funding deadline, causing lifesaving HIV/AIDS prevention work to be interrupted.Solution: Assist in the design and development of a work-around system for immediate use. Create an external collaboration team site for use by hundreds of users for data transfer between the PEPFAR in-country personnel, Noblis, and the PEPFAR reviewers. Test and evaluate workaround system prior to deployment. Run raw spreadsheets through XML translating software and load into a SQL database. Run data through reporting service and provide reports to budget management team for analysis. Re-run corrected spreadsheets and reports until budget staff declare the budgets have balanced. Perform extensive testing on current system (second system) during development; ensure user requirements are met; document defects, track progress on correction, verify correction upon receipt of notice from developer. Lead change management process ensuring bugs, enhancement requests, and new functionality requests are developed with user requirements being met.Recognition: Budgetary planning and reporting requirements were met which allowed Congressional Notification for over $41 billion dollars to be achieved. This allowed S/GAC’s HIV/AIDS lifesaving work to continue without interruption. In addition, our work was nominated and selected as the winner of the 2010 Noblis Board of Trustees’ Award for Excellence. -
Business Process EngineerNoblis 2004 - 2008Contractor To The U.S. Bureau Of Customs And Border Protection (Cbp)Challenge: Evaluate and make actionable recommendations regarding operational processes, organizational structure and external stakeholder concerns regarding CBP’s Container Security Initiative (CSI) – a program where CBP officers are stationed at ports overseas to help inspect U.S.-bound cargo at departure ports. Solution: Interview a wide-range of personnel supporting CSI, ranging from CBP Officers to the Executive Director of CSI, to gather information relative to business process flow, alignment of roles and responsibilities, staffing metrics and external stakeholder concerns. Analyze and synthesize collected data, resulting in a final report to be delivered to the client. Challenge: Evaluate and make actionable recommendations on the ocean-going import cargo container targeting system employed by U.S. Bureau of Customs and Border Protection (CBP).Solution: Conduct process analysis research for purposes of evaluating the performance of the targeting system used by CBP. Interview and observe first-hand the day-to-day activities involved in targeting cargo. Create process flowchart. Conduct an analysis of information received by CBP, with particular attention to that information received via the manifest, entry, and entry summary submissions. Co-author final evaluation report.Recognition: The report was extremely well-received by CBP – all recommended actions to improve performance are being pursued. Noblis team was awarded another evaluation contract to study the efficacy of another CBP program - Container Security Initiative (CSI).
