Celia joined Navigant from Exelon Corporation. With more than 10 years of experience as an executive in the energy business, and an additional 18 years as a practicing lawyer, Celia brings significant business and legal experience to bear to assist clients in a wide range of matters. She focuses on the electric utility industry and issues impacting utilities, independent power producers and customers. These issues include compliance, transition to smart grid, cost recovery and allocation, and transmission policy. She is currently assisting clients with respect to NERC mandatory electric reliability compliance (including implementation of updated Critical Infrastructure Protection (CIP) requirements), risk management and utility regulatory matters. Other recent work includes regulatory support, transmission market assessments and evaluation of changes to PJM market rules.
