Celia Raymond, P.E. is a chemical engineer specializing in air quality issues associated with the federal Clean Air Act (CAA) including Title V, New Source Review (NSR), and Prevention of Significant Deterioration (PSD) permitting, and NESHAP/NSPS regulations. In addition, Celia has experience with state air pollution control regulations in ME, RI, KY, NH, MA, CT, and NY. Celia has prepared a variety of air permit applications and currently supplies ongoing and onsite compliance support to several Title V facilities to ensure their specific permitting, reporting, monitoring, and recordkeeping requirements are met. Celia’s air quality experience extends to multiple sectors including pulp and paper, food and beverage, printing presses, hospitals, colleges and universities, semiconductor manufacturing, surface coating facilities, landfills, anaerobic digesters, chemical manufacturing, waste incinerators, and power production facilities. In addition to air quality, Celia has extensive experience with the EPA Toxic Substances Control Act (TSCA) and has provided compliance assistance to several chemical manufacturing, processing, and distribution companies including compliance auditing, procedure and policy development, Chemical Data Report filing assistance, EPA audit assistance, enforcement action defense, regulatory training, and various Premanufacture Notification applicability determinations, exemption determinations, and filings.Celia also provides Renewable Energy Credit (REC) and AEC program support for facilities across New England including trading, reporting, and management services as well as Independent Verifier/Third Party Meter Reading. She has completed REC and AEC qualification applications in ME, MA, CT, RI, and PA for a variety of renewable energy sources including combined heat and power, anaerobic digesters, solar, and biomass plants.
