Manages Financial Management Advisory Group which includes Financial Operations, Financial Policies, and Financial Management Advisory services.

• Provide advice and support to programs in regards to the administration/sound financial management of Grants and Contributions while promoting harmonization and standardization across the department• Launch and conduct the new PS Post Payment Verification Framework for G&C based on an established target threshold, report findings, and set corrective measures• Maintain the departmental recipient audit cycle and its schedule, review audit findings, make financial recommendations, and propose a course of action to repay the debt to the Crown• Lead various meetings, discussions, presentations, training, and information sessions relating to the financial aspects of G&C at the management, G&C working levels, and community of practice• Liaise frequently with branch colleagues in order to take the pulse of overall client experience, actively listen to concerns, and issues, and try to find a win/win or an acceptable resolution for all• Provide support in both official languages, and ensure all formal documentation is provided in both official languages• Based on feedback develop/improve tools/directives/training material to support programs to increase the overall Grants and Contributions community of practice• Provided Policy services and advice to managers and staff• Prepared the THCEE plan for FY 22/23

- Review and prepare Business Planning documents such as Integrated Operating Plan, Presentation Back Brief, Funding Model, Resource Requests Forms;-Provide advice on accounting operations, in financial planning and analysis, accounting systems and procedures, financial management best practice and propose action for problem resolution;- Provide guidance, interpretation, and assistance to managers and staff on financial legislation, regulations, policies, procedures, accounting operations and issues related to financial management, projects, expenditure control, variance analysis, and financial information and reporting systems;- Research, analyze and make recommendations on financial management and accounting issues and concerns resulting from organizational, policy, and business line changes;- Develop and make recommendations on financial structures, forecasts variance analyses, budget submissions, and resource allocations/reallocations;- Monitor and challenge financial information for the purpose of: preparing financial status/activity and forecasting reports; for reimbursement through Operation Funding Account (OFA) and other outside organization including other government departments (Department of Foreign Affairs Trade and Development, Shared Services Canada, etc) and for project approval process;- Research, assemble, and analyze historical, current, and projected financial data. Develop cost estimates for operational exercise, individual and collective training, temporary duty, etc. Analyze the financial risks and impacts of new initiatives/proposals and changes to existing plans and resource levels; - Ensure the organization is compliant with TB and departmental financial management policies, directives, and procedures through ad hoc and planned inspections?- Participate in working groups and project teams, coordinate interviews, meetings, and other consultative processes.
