Manage Cybersecurity Talent Management System (CTMS), a new and innovative alternative personnel system for cybersecurity professionals. Responsible for the design, development and delivery of human resources policy, programs, operations and new strategies to foster agility and inclusion for the cyber and intelligence workforce within the Department of Homeland Security. Serve as the principal advisor and consultant to the Chief Human Capital Officer and other department officials on all activities related to human capital acquisition and management.

Provides direction and oversight of the day-to-day HR servicing operations for all headquarter components and elements in the areas of recruitment, placement, classification, employee and labor relations, performance management, benefits administration, personnel payroll processing and human resources training. Principal advisor and consultant to the Chief Human Capital Officer and other departmental officials on matters related to human capital management.
