I have more than 25 years of experience in various areas of the Ministry of Infrastructure, Communications and Transportation.During the last twelve years I have worked on topics such as transport policy, the evaluation of transport infrastructure projects, transport planning, rate regulation, transport cost modelling, road safety and financing options for transportation projects. I have coordinated the strategic plans of the Federal Highway Network considering the various financing schemes available, such as the Public-Private Partnership, as well as leading the economic and financial evaluations of highway projects. I am currently working for the Rail Transport Regulatory Agency where I developed the first economic regulation model to determine the maximum rates for freight rail transport services in the absence of effective competition.I also have 10 years of experience as a researcher at the Mexican Institute of Transportation in topics such as transportation engineering, transportation economics, econometrics, statistics, economic and financial evaluation of highways, railways, ports, and airports, planning and prospective studies, productivity, and efficiency in the transport sector and road safety.Author and co-author of various articles, some presented at international conferences and 8 Technical Publications at the Mexican Institute of Transportation.
