HVAC AND DUCTWORK REPAIRS, PHASE 1 NAVAL MEDICAL CENTER, San Diego, CA Project Description: Accommodate emergency interruptions while restoring heating, ventilation and air conditioning systems and associated ductwork in Building 1H, an Acute Care Hospital that provides dual functions of treating patients and training medical staff. Repair, update and clean existing HVAC systems.

Managing the safety and health processes and will attend all site management meetings for the Airport Electrical Distribution System project. 2. Conducting an airport safety orientation. The airport orientation will provide specific information on how safety works on the San Diego International Airport. It will include a detailed discussion about specific requirements, rules and regulations, where to locate material safety data sheets, what to do if injured, etc. 3. Conducting daily site safety and health audits and will maintain a written log of activities. 4. Safety enforcement and compliance. 5. Instruct each new employee on the Airport Electrical Distribution System project’s safety rules and regulations, and ensure they know how to obtain first aid should it be necessary. 6. Conduct two (2) formal "Toolbox" safety meetings per week. Maintain safety meeting documentation on-site and make available upon request. 7. Participate and lead incident investigation for all injuries, illnesses, and significant near misses producing incidents that occur. Complete an incident report and followupto see that corrective action is taken to control or prevent similar incidents from occurring in the future. 8. Check the job site frequently, including housekeeping and equipment, to see if there are new hazards or if improvements that can be made. Conduct weekly inspections to determine areas in which additional action is needed. 9. Attend site supervisory meetings. 10. Conduct hazard assessments and develop written certifications for use of personal protective equipment.

Suite C San Diego, CA 92123 December 2012- November 2013Site Safety Officer (SSHO Level 3) and Alternate QC for RQ Construction, design/build contract for the Communications Upgrades and Electrical Distribution System at MCB Camp Pendleton. Scope of work includes new utilities, manholes, poles, communications pedestals, switches, cabling and other equipment throughout each area of the Camp Pendleton Base.

Quality Control Manager: Collateral duties include development of AHA's and APP for all phases of the project. This project was valued at $1.3 million will provide an expandable base wide utility metering system. The system will be able to remotely gather consumption data and process information to monitor and analyze utility usage. This project will provide remote utility metering of electric, water and natural gas consumption within a Fix Central location Network. Cesar was responsible for quality control and safety. The work includes removal, replacement and converting existing (Gas, Electric & Water) meters or provide new (Gas, Electric & Water) radio frequency meter modules that encode, store and transmit meter readings and tamper data.

This project was valued at $402,795 and provided security/safety lighting along the Naval Base perimeter fence line at the San Diego MTDB Trolley line right of way in two segments. The first ran from 28th Street to Chollas Creek and the second ran from Vesta Street to Recreation Way (4th Street). As Site Quality Control Manager, Cesar was responsible for holding QC progress meetings, review of equipment submittals, verification of construction submittals, and maintaining Site QC Plans.

This $320 Million project provided 23 miles of concrete-lined canal parallel to the existing Canal. Responsible under the Quality Control & Assurance, perform well-defined and sometimes difficult inspection tasks, including monitoring quality control procedures. Inspects various facets of work on the construction site and performs continuous surveillance of assigned construction activities to ensure compliance with all applicable safety regulations, codes, standards, and specifications.

This $16 Million project included the addition of two new 40/50/60 MVA transformers and associated new 12 KV switchgear, modification of the existing 69 KV breaker set-up to a ring bus containing new six SF6 gas circuit breakers (GCB) and associated rigid metal bus structure will increase the capacity of South Cummings Substation to supply higher future electrical power demand. As SSHO, Cesar was responsible for all aspects of the Accident Prevention Plan, Quality Control Plan.
