♦Location: Morichal and MPE-3 Block, Monagas & Anzoátegui States, Venezuela.♦Client: PDVSA Engineering & Construction as part of the ICHQ Consortium (EPC Contractor) along with Huanqiu Contracting and Engineering Corp(HCEC) ♦Owner: Sinovensa Oil Company ♦Project Magnitude: 76.000 MH (Engineering)♦Project Scope of Work and Description: Detail engineering in Civil, Electrical and Instrumentation disciplines for Diluent Recovery Unit (DRU), Blending Unit and Shared Facilities, and also detail engineering in Process, Mechanical and Piping disciplines for the Blending Unit at Sinovensa Jose Blending Plant Facilities, to increase the extra heavy oil production capacity from 105MBPD to 165MBPD.As part of a large EPC Project, we were in charge of delivering detailed engineering for some disciplines, while other companies were in charge of the rest of them. It made us work with a lot of coordination and interaction requirements which made it difficult to maintain the performance levels. In order to face the rigors of the circumstances, I helped my team to keep a very dynamic and updated tracking of our project status, implementing new strategies to control and report our deliverables progress in order to identify our weaknesses and come up with in-time solutions. In the end, we were able to manage a large Change Order that doubled the amount of the original contract, which allowed project financial success for our company and client satisfaction.

El Furrial, Monagas State, Venezuela.♦Client/Owner: PDVSA Venezuelan Oil Company ♦Project Magnitude: US$ 60MM♦Project Scope of Work and Description: Engineering, procurement, construction and start up of a new Low Pressure (60 psig) Separation Module and adaptations to the existing facilities. The scope included oil-gas separation systems, oil & gas cooling systems and purification and transfer of oil and gas in order to handle the production of 150.000BPD of crude and 200MMSCFD of associated gas.This was the first EPC project awarded to the company and I was designated as Project Manager with the responsibility of delivering results while testing all our processes and procedures for the first time. Unfortunately we faced severe uncertain contractual conditions and unexpected changes due to client circumstances that arose after the contract had been awarded. Executing under those conditions without stopping made the project press on financial constraints that endangered our execution capability and delivery commitments. While keeping the things in motion, the whole project had to be re-estimated and a large change order had to be negotiated with the client, resulting in a fivefold increase of the original contract amount, which allowed our team to improve project performance and financial results.

For this, I had to assemble a complete functional site operations team including all typical areas and departments involved in these kinds of EPC Projects. It was a challenge to achieve a fully functional team of work of more than 100 people able to work under elevated international standardsOne of the most important goals, besides completing the project scope according to schedule, quality and budget constraints, was to keep effective track of all the changes occurred during the construction phase and being able to transfer the associated costs of them to their original responsible. It meant establishing a very meticulous change control system, including all areas (engineering, subcontracts scope, materials field purchases, internal changes, external changes requested by client or providers, etc.) with a rigorous investigation to determine responsibilities and proceed to charge the related costs to the originators, thus avoiding any additional charges for our company.This change control system which I learned from previous projects allowed us to have a satisfactory record and control of all the impacts caused for all those changes and maintain healthy contractual relations with subcontractors, providers and the client.

This project execution strategy included several onshore prefabricated & preassembled modules and offshore erection. This was an already ongoing project with serious difficulties when I was assigned as Site Manager with the mission of helping the project to get back on track and to achieve a satisfactory completion. This process involved identifying the reasons that led the project to that situation and to establish countermeasures to recover the project performance which included Staff reorganization and renegotiation with subcontractors. It was my mission to reorient the project and the vision of the staff, to join efforts and complete the scope. In addition, I introduced process changes that allowed improvement of team performance, relations with client, subcontractors and providers, and in general, the probabilities of project success.In the end, we were able to complete the project up to a satisfactory commission and startup of the facilities included in our scope. Furthermore, we ensured that the project had the sufficient documentation and records to get approved change orders which allowed good final financial health.It is worth to mention that this project strategy included onshore fabrication and assembly of large process modules (up to 700ton each) and their transportation to their final location offshore, which made me face a whole new set of problems and difficulties to deal with in order to succeed,

I was designated as Construction Area Manager to lead the constructions activities for all disciplines in different areas and phases of the projects.This project faced a national strike which affected its execution for several months. I was left in charge of the whole site operation, directly reporting to the project executives. We had to manage project continuity even with decreased performance, while dealing with strong organization changes in our client, and facing uncertainties and conditions affecting project success chances.Eventually, the project overcame these conditions and recovered satisfactorily to complete the scope under renegotiated conditions.On a personal level, I highlight my execution as Heavy Lifting and Transportation Coordinator, implementing an on-ground vertical vessel (@4000Ton total) dress-up and large structure preassembly strategy and an erection planning that allowed us to complete these activities one month earlier than planned.

The main units installed were: DRU-Diluent Recovery Unit, DSU-Desalting Unit, DCU-Delayed Coker Unit, CGP-Coker Gas Unit, SRU-Sulfur Recovery Unit, NHT-Naphtha Hydrotreater and Utilities.Under the Construction Manager’s direction, I closely followed up all construction activities in my designated areas assuring mechanical completion. In addition, we attained readiness for startup, in close coordination with the commissioning team. During the latest stages of the construction phase, I led construction of the remaining works in concurrence with startup activities and operating facilities already commissioned. I liaised between our team and the operation group to join efforts in order to deliver expected results even under Operating Conditions, without affecting plant performance. These simultaneous activities (construction-operation) increased difficulties in the development of construction activities. This also implied rigorous exigencies regarding work permits and detailed planning and coordination to adapt the construction targets to the pace of the normal plant operation. This situation meant planning and executing activities in very tight time frames and restricted areas, where there was no margin for failure since it could mean affecting the whole plant performance.
