About Paul Schroeder

Paul is an experienced manager with a demonstrated history of working in the government administration field. Skilled in government, emergency services, public safety, emergency management and leadership. Since 1st of July 2018, he leads as the General Director of the Luxembourg Fire & Rescue Corps, 800 full-time and 4000 volunteer staff in the delivery of rescue and emergency services for the Grand-Duchy of Luxembourg. Paul is one of the main architects of the overarching reform of the Luxembourg rescue services that started in 2009. In charge, at that time, of the Rescue services department within the Ministry of Interior, Paul steered the reform process by achieving multi-stakeholder consensus on major transformational issues. Paul is also the chair of World Rescue Organisation, which provides a platform for rescue personnel throughout the world to share and advance rescue science and technology and to develop and enhance proficiency in general rescue techniques, vehicle rescue, incident command and pre-hospital care.Prior to his appointment as Director of the Luxembourg rescue services, Paul was the General Coordinator of the Ministry of Interior where he officiated as a political and legal advisor of the Minister of Interior.From March 2008 to December 2013, Paul was also in charge of the Water management department within the Luxembourg Ministry of Interior. In that context, he accompanied e.a. the implementation of the EU water framework directive into Luxembourg law.Before joining the governmental sector, Paul worked as a trained mediator and lawyer for a non-governmental organisation. He is a recognised expert in the field of penal mediation and restorative justice. Since 2006, he is the president of Luxembourg's largest mediation centre. In this capacity, he has been asked in 2017 by the Luxembourg Minister of Justice to give advice and to help to initiate a nation-wide restorative justice project.Paul has a Master degree in crisis management from Institut national des hautes études de la sécurité et de la justice in Paris, a Master degree in mediation from Kurt Bösch Institute, Switzerland, as well as a LL.M in public international law from Leiden University, The Netherlands. He studied four years administrative law and public international law in Aix-en-Provence, France.

The Luxembourg Fire & Rescue Corps (CGDIS) has been established by the law of 27th of March 2018 organizing the civil security and entered into force on 1st of July 2018.CGDIS is a public-law institution that embraces all public rescue services that existed until then in a single organization. This includes the former civil protection units, the municipal fire brigades, the airport fire service and the emergency medical service. CGDIS is financed by the Government of Luxembourg and the municipalities.The personnel comprises about 600 professional rescue workers, 4000 volunteers and 200 administrative and technical staff. By law, CGDIS prepares, implements and organizes:(a) the relief to persons suffering from vital distress, accidents, calamitous events, disasters and fires;(b) the fire prevention, protection and fire fighting;(c) the fight against pollution by nuclear, radiological, biological and chemical products;(d) the measures to safeguard property, including the environment and cultural heritage, during calamitous events, disasters, accidents, fires and floods;e) the international relief assistance outside the territory of the Grand Duchy of Luxembourg in case of calamitous events;f) the contingency plans for relief at events involving a particular risk;(g) the fire and rescue training;h) the Emergency Medical Service.CGDIS contributes to the evaluation and prevention of technological or natural risks, the management of national crises, as well as emergency relief. It is in charge of operational relations with civil security organizations at cross-border, interregional, European and international level.

The Luxembourg Rescue Services Agency (Administration des services de secours - ASS) is subordinate to the Minister of Home Affairs who assures the political and administrative authority of the ASS. The administration was established by the Act of 12 June 2004, merging the Civil Protection and the General Inspectorate of the Fire Brigades within the same integrated body. In the event of a catastrophe or disaster, the ASS leads rescue operations and reports to the Minister of Home Affairs. The ASS is responsible for implementing all the necessary measures and means, which must be taken in order to protect and supply aid to the population and to safeguard the national inheritance and other assets. The ASS is responsible for the organisation of prehospital care, rescue and transport of victims needing medical care. It also sets up or contributes to general and individual intervention plans and organises public training in first aid. The ASS manages the National School of Civil Protection (ENCP), in charge of the training rescue workers and the National Civil Protection Support Base including training with heavy intervention equipment. Finally, the ASS develops links with civil protection organisations in neighbouring countries and helps to implement plans and directives arising from the mutual assistance agreements made between Luxembourg and its three neighbouring countries: Belgium, Germany and France.The ASS is operating the national emergency number 112 and is also the contact point for all national and international emergencies. The general coordination of the intervention units (civil protection, fire brigades and medical teams) is managed by the Director of the ASS. Within the ASS, 6 regional inspectors assure the supervision of the local fire brigades and are, in case of large incidents, responsible for operations and coordination of the fire brigades.
