Acquisition Specialist
Current- Administer the NCIRD's funding acquisition mechanisms and provide a variety of functions involving Broad Agency Agreement (BAA) contracts, Interagency Agreements (IAA), and memorandum of agreement.- Provide acquisition policy, identify appropriate funding mechanisms, and appropriate obligation and execution of funds. Alongside overlooking NCIRD’s budget and managing the yearly spend plan.- Collect, edit, tabulate, analyze, interpret, and disseminate qualitative and quantitative data related to fiscal policy, expenditure, and allocation issues related to contracts.- Participate in the review of proposals, funding decisions, negotiation of awards, and preparation of correspondence to post-award issues that arise.- Ensure compliance with all provisions and applicable regulations regarding the awarding of funds to contractors.- Serve as Contracting Officer's Representative for contracts developed within the Office of the Chief Information Officer- Write the scope of work and requests for proposals for new projects.- Exercise management responsibilities related to the initiation, administration, and/or close-out of contracts, including responsibility for monitoring performance.- Manage (or support the management of) highly complex and typically non-scientific and non-¬ research contracts and/or agreements, entailing the coordination of efforts and the resolution of conflicting and controversial high-profile issues with several parties both within and outside the agency.
