Manage Aboveground Storage Tank program: Responsibilities include initial, yearly, and 3-5-year certifications. Coordinate the implementation of an approved Plan of Corrective Action (POCA) to upgrade or remove 105 AST’s. Submit and coordinate a waiver to the WVDEP, allowing DEC to upgrade/remove 90 AST’s that are Not Fit for Service (NFFS) and avoid Notice of Violations. Prepare Closure Plans, sampling, and Closure Reports for all AST closures and site remediation projects. Oversee compliance activities associated with air, chemical, oil, water and waste programs. Prepare/submit environmental reports for assigned facilities. Conduct environmental and safety training to ensure compliance and recommend process improvements. Update Spill Control and Countermeasure (SPCC) plans for 17,000 sites throughout 9 states. Prepare GPP for relevant well sites throughout West Virginia. Coordinate associated plan management and recertification, inspection, and training. Respond to and manage environmental incidents such as spills, erosion control incidents, and emissions malfunctions. Coordinate hazardous and non-hazardous waste disposal for assigned facilities. Conduct periodic site visits and facility inspections. Conduct injectate, and stream sampling at nine UIC wells and two Coal-Bed Methane wells in West Virginia and prepare permit applications for the facilities. Establish strong relationships with agency representatives and serve as a point of contact to resolve environmental complaints and problems. Available 24 hours a day, 7 days a week for emergency responses to address spills and releases at assigned facilities.
