Naval Information Warfare Systems CommandProgram Executive Office C4I - Deputy for Maintenance and Modernization• Responsible for managing the PEO C4I Baseline Change Request (BCR) program used to evaluate and integrate high priority late changes to ship maintenance availability work packages ensuring prompt risk assessment and engineering integration evaluations support work package integration. requiring coordination of multiple stakeholders from various Program Offices, Platform Offices, and Fleet Readiness Directorate in the planning of over $250M/year in satellite, intelligence, computer and communications system installs across all Naval assets. • Thoroughly evaluates all aspects of BCR packages for technical correctness and conducts root cause analysis in preparation for Deputy PEO and PEO C4I approval. Frequently coordinates stakeholders across all PEO C4I and the Fleet Readiness Directorate in issue resolution as problems are identified. • As the lead representative for the Deputy PEO C4I for Platform Integration and Modernization, co-led a 9 month process improvement effort to transition the BCR program to a 100% digital form and workflow. In conjunction, led an integrated project team in the development of new standard operating procedures, policy, and training in preparation for implementing the new digital process across all PEO C4I.

Over the span of two tours and over four years at at EAP, conducted over 50 engineering operations assessments onboard steam, gas turbine, and diesel propulsion and power generation plants throughout the Pacific Fleet. Provided executive level leadership with detailed advice guiding change management and lean process improvement throughout the certification process. Assistant maintenance program manager for maintenance, repair and modernization of USS CARL VINSON CVN 70. Responsible for aircraft carrier logistics and material readiness, maintenance & repair, life cycle management & planning, contract management & execution and compliance monitoring of Navy and Type Commander policy and requirements. Extensive program and project management experience gained and further developed through the planning, integration and execution of a comprehensive and highly complex eight month Carrier Planned Incremental Availability (PIA) and a follow-on two month Carrier Incremental Availability (CIA) comprising both nuclear and non-nuclear contracts spanning thousands of work items, hundreds of thousands of man-hours, and assisted in managing combined budgets in excess of $95M. Required daily interface with Ship's Force, Naval Shipyard, and Naval Reactors personnel as well as and civilian contractors in issue resolution, contract management and deconfliction of cross-functional work items. During 2015 Western Pacific Deployment, closely managed and personally directed supply chain operations in providing expedited parts support and logistics management in the correction over 50 high visibility mission impacting equipment casualties while maintaining 100% mission readiness in support of national tasking.Performed the duties of Deputy On Scene Commander for the Regional Radiological Emergency Response Organization. Later hand-selected to act as a representative to liaison with and provide guidance to city, county and state emergency response organizations in the event of a major radiological incident.

Supervised and managed the operation and maintenance of two Naval A4W pressurized water reactors and associated steam propulsion and electric plants in support of carrier strike group operations at sea and complex pierside maintenance availabilities. Trained and qualified departmental personnel in RADCON and chemistry controls. Provided leadership, training and oversight to 30 technicians, supervisors and managers in the conduct of their duties which included the maintenance of reactor and steam plant chemistry, providing radiological oversight for invasive reactor plant maintenance and chemistry, and training reactor department as well as ship's force personnel in radiological casualty response. Ensured strict compliance to Navy operational and environmental policy and controls. Specific achievements include:- Led a team of over 150 Ship's Force and Puget Sound Naval Shipyard (PSNS) personnel in planning, and executing a $4M dual reactor plant resin media discharge requiring thousands of man hours in planning and preparation. First time ever attempted in San Diego.- Collaborated with PSNS in developing an extensive Radiological Controls Memorandum of Understanding detailing radioactive maintenance controls and the handling and transfer of radioactive material between Ship's Force and shipyard.- Managed the installation and implementation of newly developed gamma spectroscopy system for reactor plant chemistry analysis as well as developed the training and qualification standards for 400 departmental personnel.- Planned and executed multiple reactor plant forced cool downs and resultant heat ups posing significant reactor and steam plant chemistry challenges.- Led and/or participated in several internal fact-finding and critique events and in generating after-action reports detailing corrective actions. Developed and honed skills such as root cause analysis, issue resolution, objective self-assessment, and process development.

As the ship's Combat System's Officer responsibilities included leading, mentoring and training of over 40 technicians, Chiefs and Officers in maintaining multiple missile, gun, radar and computer systems throughout the 2011 Western Pacific deployment. Planned and executed over 20 major equipment modifications and installs with a budget of over $10M to include the replacement of ship's primary air search radar array and two Block 1B2 CIWS gun mounts during an extended 9 month Phased Maintenance Availability (PMA). As the ship's Force Protection/Anti-Terrorism Officer, flawlessly planned and executed the physical security plan for a high-visibility reception hosting the Commander Task Force 76, State Department representatives, six Ambassadors, various diplomats and business executives onboard Boxer while pierside Hong Kong shortly after reporting aboard. Led and coordinated a cross-functional team to include Marine Corps security force, NCIS, local armed security and police forces, and armed water craft.Led the ship's Anti-Terrorism Training Team in developing and training the ship's Naval Security Force consisting of over 400 personnel qualified in multiple weapons, courses of fire and watch stations. Expert project management skills resulted in 98% score during TYCOM inspection and certification event.
