The Division dates back to 1897, making it one of the oldest agencies in the State of Utah. I assisted the public with compliance and implementation of all state statutes, rules and guidelines pertaining to water rights. Additional responsibilities included assisting water users in filing acceptably complete applications, inspecting dams, processing of various water right applications, assisting in the management and supervision of established distribution systems, assisting river commissioners, and helping conduct a groundwater depletion study. It was an excellent job that I found to be very fulfilling. I left this job to accept an unsolicited opportunity to join the engineering firm of a member of my thesis committee, Keller-Bliesner Engineering, LLC. This move had the added benefit of moving back to Cache Valley, much closer to family. -

Niel Allen, Ph.D., P.E., with agricultural irrigation research as a Graduate Research Assistant in the Department of Civil and Environmental Engineering at Utah State University. Dr. Allen is a professional engineer who has decades of consulting experience. The work was very fulfilling, and I enjoyed being able to spend time working in beautiful farm fields, as well as time indoors analyzing data and writing computer code. I left the research assistantship so I could take advantage of opportunities outside of academics. I am still involved with the research project and am working to finish my thesis. A more detailed description of my responsibilities is provided below. I assisted with installing flow sensors, soil moisture sensors, radiometers, and telemetry. I also was very involved with analyzing and visualizing large datasets containing millions of data points, and summarizing findings. The code focuses on computing evapotranspiration, soil water budgets, and visualizing trends between soil salinity, temperature, soil water depth, and changes in soil moisture. -

I left this role in December of 2019 only because it was an undergraduate position and I was graduating. In January of 2020, I picked up right where I left off on the same projects as a Graduate Research Assistant for the same professor.

I worked under the direction of professionally licensed engineers. Nelson Irrigation is a phenomenal company and treats its employees very kindly. The company president offered me an exciting job for after I graduate, but I decided to go a different direction to stay close to family. -
Engineering TechnicianUtah Ltap Center Aug 2019 - Jun 2020Logan, UtahUnder the direction of the Utah LTAP Center's director, Nick Jones, PE, I worked to make sure the Center's field work ran smoothly. The Utah LTAP Center provides roadway evaluation services, primarily for municipalities in the state of Utah. The work I did included training other engineering technicians on identifying roadway distress types and then making appropriate recommendations for distress treatment. I also interacted with both current and potential clients, and wrote reports on pavement network conditions for municipal engineers. I left the LTAP Center for the second time in June of 2020, so I could better focus my time and efforts on both my thesis project as well my work in the irrigation industry.

Water Resources Engineering InternIdaho Power May 2019 - Aug 2019Boise, Idaho AreaI thoroughly enjoyed my internship in the Operations Hydrology group at Idaho Power. It was a great learning experience, and solidified my interest in Water Resources and Irrigation Engineering. Idaho's Snake River is an amazing river. I enjoyed learning the history of the mighty Snake's development and how it is managed today. My mentors recommended me for future openings, but I decided Boise was getting too big for me. Under the direction and supervision of licensed Civil Engineers, I engaged in the following tasks:➢Determined optimal metrics to use for a verification of streamflow forecasting ➢ Wrote original scripts using Python 3 to automate the computation of various metrics and plots ➢ Summarized the findings of the forecast verification project in a memo ➢ Made recommendations on how to use the findings to improve the forecasting➢ Edited XML files to add key thresholds to the display plots in the EFS model used to generate forecasts ➢ Engaged in cross training with the River Engineering, Stream Gaging, and Dam Safety groups -
Engineering TechnicianUtah Ltap Center Feb 2018 - May 2019Logan, UtI used GIS shape files, ArcMap, and Excel to prepare cost estimates for pavement network evaluation services. I evaluated pavement network conditions for cities throughout Utah as part of a two-person team. I used ArcMap 10.4.1 in conjunction with TAMS 4.0 to record and analyze road distress data. Under the direction of Nick Jones, PE, I wrote reports on pavement network conditions for municipal engineers. I left this role in favor of what turned out to be an amazing Water Resources Engineering internship at Idaho Power.
