As Education Program Manager at the VDH Office of Emergency Medical Services, I brought over 20 years of experience in information systems management and higher education to drive innovation and excellence in the field of EMS. My role uniquely combined IT expertise with strategic oversight of EMS programs. On the technology front, I served as a key Business Analyst for the Virginia EMS Portal, collaborating with the VDH Office of Information Management to translate user needs into effective IT solutions. I conducted User Acceptance Testing for software enhancements and evaluated internal controls to ensure system quality and compliance.Simultaneously, I managed high-priority projects that spanned both technological and educational domains, including the development of comprehensive training programs and implementation of new policies across the EMS system. As a senior executive reporting directly to the President and Board, I oversaw the comprehensive financial and operational management of a regional Emergency Medical Services council. My role encompassed a wide range of responsibilities, including strategic planning and administration of budgets, capital and planned giving funds, and ensuring bond compliance. I managed state grant administration, conducted compliance audits, and oversaw insurance policies. Additionally, I served as the primary liaison with legal counsel and directed all aspects of information technology, facilities operations, security, and human resources. Working closely with a 9-member Board of Directors, I played a pivotal role in establishing organizational goals and strategies. I developed and implemented human resource policies and procedures that fostered a positive customer service experience and facilitated company growth. A key focus of my position was ensuring financial stability and developing growth strategies for diverse revenue streams, including grant funding, retail sales, state contract funding, and educational program tuition. Supervised the state accreditation program for Emergency Medical Services (EMS) training throughout the Commonwealth of Virginia. Ensured, through quality assurance/quality improvement, inspections and site visits that the basic education and continuing education programs offered for EMS personnel in Virginia were sound, effective and assured academic excellence and ethical standards. Assisted the Division of Regulation and Compliance with investigations.Functioned as the Business Analyst for the Division reviewing business needs from management and soliciting product and enhancement requirements from end users converting these requests into a workable solution to present to technology staff. Worked directly with technology staff and end users to test software and coordinate a testing environment. Established partnerships with other programs, agencies, and stakeholders as appropriate. Developed a proactive educational program that included a needs assessment and evaluation of the impact of distance education within the EMS community.Supervised the $3.2 million EMS Training Fund grant program for the Office of EMS.
