My understanding of lender's needs and of the PPP/PFI procurement process enables me to deliver a comprehensive and in-depth service focussing on quality in partnership with lenders and bidding groups. This includes technical advice certification and reporting throughout all stages of a PFI/PPP deal.The work involves the assessment of the proposals for construction, asset stewardship and operations of the completed project, covered investment appraisal, capex & opex budget evaluation, and environmental monitoring. Part of the advice given includes review of the level of cost assumed for the construction operation and maintenance of the assets being provided.

Milllau Viaduct, France - budget: €400mDue diligence for re-finance of major tolled bridge. Opened in 2004 the viaduct is 2 4km long and is the highest multi-stayed bridge in the world. He reviewed the operational and maintenance provisions over the 75 year concession.

Dakar Diamniadio Toll Highway Project - budget: €180mProvision of technical advice for 25km of new road in Senegal, West Africa. This is the first PPP deal in West Africa. Review of the technical solution, costs, risks and contract documentation, and preparation of the Technical Report in the role of Lenders’ Technical Advisor in the lead up to Financial Close.
