Superintendent of Operations Engineering for United States Air Force Europe’s (USAFE) largest Civil Engineering Squadron. Directs and supervises 140 flight personnel through 23 subordinate civilian and military supervisors providing civil engineering customer service to 57K personnel. Directs all control measures, acquisition, storage, disposition and funding of all supplies and equipment required to support the greater Kaiserslautern Military Community (KMC) mission in the sustainment of $10B of infrastructure.Prepared a $6.8M company budget, reviewed, prioritized and processes work requests while managing all logistical support for civil engineering. Plans work to be accomplished by subordinate units, sets and adjusts long-term objectives and short term priorities. Provides assignments to different functions considering priorities, work load and manpower resources. Managed construction projects and maintained facilities throughout the base from cradle to grave. Represents and defends flight functions on dealings with other units within the Wing, other organizations within the KMC with management officials and higher headquarters and with contractor personnel. Makes decisions on technically or procedurally controversial matters involving expenditure of funds. Researches and implements processes to eliminate and reduce significant productivity bottlenecks, promotes team building and improves Operations Engineering Section operating methods and/or procedures. Guided civil engineering during major strategic vision transformation and process improvement, went from a reactive organization to proactive; built the organization structure for multi-year transition while saving a projected $2M over the next 5 years.

Superintendent of Material Acquisition for CES who consistently produced results in a robust environment; responsible for approximately seven million dollars of material inventory. Thorough knowledge of inventory management practices to include stock control, distribution, and acquisition processes. Oversaw senior leadership’s logistics operations while managing 3 warehouses, 4.1K items which supported 33 shops with 591 personnel. Oversaw purchasing, receiving inventory and issuing of material. Applied rigor and creativity while demonstrating expertise in usability research, including vendor catalogs and Civil Engineering Material Acquisition System (CEMAS) requirements for items purchased. Supervises the preparation of the annual operating budget and submission for supplies, equipment, tools and fuel. Maintains thorough and constant coordination with 786 Civil Engineering Squadron (CES) commander and staff to determine projected requirements for equipment and supplies on both short and long range basis. Works closely with 86 Civil Engineering Group and Wing Financial Management personnel to ensure funds flexibility to anticipate and compensate for unusual changes in supply requirements and/or quarterly expense reports which determine fund status. Interprets regulations and directives and provides advice with regards to development for additional funds. Directed the management and control of all aspects of material management functions, to include receipt, storage, inventory, maintenance, stock level computations, stratification, modification and issue of supply items for largest Civil Engineer Squadron in USAFE.Worked closely with 786th Contracting Squadron (CONS) to utilize Form 9’s to acquire material needed by 786 CES to stretch the budget. Spent millions in Form 9 acquisitions as well as authorizing GPC buys where applicable as a GPC Approving Official in which scrutiny to every procurement request was given to ensure no fraud/waste/abuse to the government.

Managed operations for civil engineering warehouses with 800 items valued at $700K. Supported 16 work centers and all organizations on Travis AFB CA. Managed phases of warehouse receiving. Unloaded, staged, and warehoused all incoming shipments. Responsible for evaluating methodologies to measure effectiveness, efficiency and productivity in all phases of warehouse receiving operations. Analyzed procedures identified deficiencies and implemented corrective action. Dispersed material to all outlying stores to ensure acceptable stock levels available for craftsmen. Evaluated the effectiveness and accuracy of inventory procedures. Led and coordinated spot inventories against CEMAS to attain an accurate operating stock level. Developed guidance and control procedures for assigned subordinates to ensure corrections implemented as required. Identified order discrepancies for resolution. Assigned follow-up action on backorder materials in a timely manner.Reviewed material consumption and operating stock levels; suggested order recommendations based on product history. Responsible for requesting and tracking U.S. Army maintenance of a NATO airfield infrastructure and 23 Air Force facilities. Managed oversight for work executed by Directorate of Public Works and Belgian Ministry of Defense. Executed operations on the base energy board while assisting leaders with creation of a new energy policy. Monitored the support agreement with U.S. Army while executing an airfield obstruction waiver program; provided safe air operations for Supreme Allied Commander, European theater and flight operations. Developed and coordinated construction waivers for active airfield; ensured 3K safe aircraft movements.Planned and coordinated an airfield runway renovation and projects valued at $18M to increase runway length, pavement life and safety operations for 100% of all airlift capabilities. Directed emergency responses for 33 shops and 390 craftsmen, eliminated all hazards within a 24 hour period. Managed Europe’s largest facility manager program; trained 2K facility managers for 9 bases. Revamped customer feedback process; updated website, surveys, and training procedures; customer satisfaction increased 15%. Led Squadron Combined Federal Campaign fundraiser; guaranteed 100% contact of 189 personnel in less than 3 weeks; raised $11K for 2.4K charities; beat squadron goal by 12%.
