I managed the Idaho State Movement Control Center which handles all road and rail transportation for the US Army in Idaho.I served as the Department of Defense representative to the US Department of Transportation Emergency Highway Traffic Regulation Center when activated by the governor. In this role I advised civil authorities and military commanders on requirements, laws, procedures, and regulations pertaining to military movements in Idaho. I was recently a transportation and logistics advisor to the Idaho Emergency Operations Center in response to the COVID-19 pandemic.My team worked directly with the Idaho Transportation Department and the transportation departments of neighboring states to process and monitor hundreds of convoy clearances and special hauling permits for oversize/weight vehicles, large convoys, HAZMAT, and multi-state movements.I approved organizational movement and mobilization plans to be used in times of state or national emergency, as well as maintain the National Highway Database for Idaho. I validated the amount of air/ground transportation assets required to support a mobilization of the state’s Army equipment including tanks, fighting vehicles and logistics equipment. I trained unit movement officers and maintain a current copy of all unit movement data across the state. I coordinated commercial transportation needs with the United States Property and Fiscal Office traffic manager and synchronize military and commercial airlift capability with our mission needs. I oversaw the state’s $1.2 Million Army General Services Administration (GSA) and Non-Tactical Vehicle fleets, to include monitoring the maintenance, inspections, vehicle fuel program and life-cycle replacement through the acquisition of new vehicles.In accordance with federal and state laws, as well as military regulation, I wrote standard operating procedures on convoy movements while accounting for fiscal best practices and safety standards.
