Procurement Officer
Current Develop and implement procurement plans and strategies in accordance with the World Bank procurement guidelines. Collaborate with various field offices within the Department to identify their procurement needs and requirements. Assess market conditions and trends to determine the most effective procurement approaches. Perform strategic procurement planning, prepare procurement plan, budget management, policy discussions, capacity building of in-house and external stakeholders and annual auditing. Prepare bidding documents/request for proposals and evaluate bids/proposals for civil works, goods, equipment, consultancies and other services considering procurement principles such as economy, efficiency, quality, fairness, transparency, quality and value for money. Conduct negotiations and draft contract terms Management of more than 100 contracts for performance, variations, extensions and scope changes. Developed and implemented procurement policies, procedures, and systems to ensure compliance with applicable laws and regulations. Generated periodic reports related to procurement activities for World Bank/senior management review. Conducted market research in order to identify potential contractors/suppliers and obtain competitive bids from them. Identify and mitigate procurement-related risks, such as conflicts of interest, fraud, and non-compliance. Use critical thinking to break down problems, evaluate solutions and make decisions. Ensure and proficient to perform all procurement through Electronic Government Procurement system & GEM portal.
