General Counsel
CurrentMost senior attorney and primary legal advisor providing sound, ethical legal advice and counsel in support of senior leadership for all functional areas of DeCA’s operation at its Headquarters and Support Center, Area and Region Offices and 237 commissaries worldwide. Lead and manage the DeCA Office of General Counsel (OGC). Advise DeCA’s director and senior leadership on complex, sensitive, and high priority matters spanning diverse substantive areas including labor and employment law, fiscal law, contracts, civil and administrative law, construction law, environmental law, intellectual property and data rights, commercial law, overseas operations and international law, legislative proposals, interagency agreements, FOIA, Privacy Act, public affairs, ethics and litigation strategy including ADR and settlement. Responsible for agency defense before courts and administrative bodies including the MSPB, EEOC, Court of Federal Claims, ASBCA, and GAO and providing support to the Department of Justice. Foster positive internal and external working relationships at the highest organizational levels and with legal counsel throughout DoD during critical time of agency transformation across all operational areas. Identify statutory needs; draft proposed legislation. Initiate and lead cross-functional working groups in support of transformation initiatives, providing legal and business advice on a variety of nuanced, novel and complex issues. Provide legal research, review of and drafting support regarding directives, policies, final agency decisions and orders. Serve as agency’s Designated Ethics Official.
